2. Fanatics Casino

Fanatics Casino pays 1,000 bonus spins on 7’s Fire Blitz Hotstepper 2, 100 a day for 10 days, once your cash wagers on casino games reach the target within 30 days of signing up. The target is the catch: the terms cover Michigan, New Jersey, Pennsylvania and West Virginia together and say “$5 or $10+” without saying which applies here, so plan on $10. The spins carry no playthrough, but each day’s 100 expire at 11:59 p.m. ET that night. You get one welcome offer, and two alternatives are live in WV: 1,500 spins on Spooky Link for $10 in wagers, or up to $1,000 back in casino credit (1x) on your first 24 hours of net losses. West Virginia was Fanatics’ first online casino state in November 2023, and its September revenue rose 79% year over year.

3. FanDuel Casino

FanDuel Casino‘s offer starts at a $5 first deposit, which gets 1,000 bonus spins on seven Huff N’ Puff slots, paid 50 a day over 20 days, plus $25 in casino site credit. FanDuel’s terms call the winnings withdrawable, but each batch of spins is removed three days after it lands and the $25 after seven. PayNearMe and cash-at-counter deposits don’t qualify, and anyone who has deposited or wagered at FanDuel Sportsbook, FanDuel Casino, Betfair Casino or Mohegan Sun Casino is shut out. This version ends at 11:59 a.m. ET on November 1, 2026, and FanDuel’s WV marketing page still advertises an older lossback with 500 spins. FanDuel moved its WV partner from The Greenbrier to Mardi Gras in September 2025.

4. DraftKings Casino

DraftKings Casino makes you choose once: 1,000 Flex Spins after $5 of play, or 100% of your net losses over 24 hours back as Crown Cash, up to $1,000. The spins arrive 50 a day for 20 days, worth $0.50 each on days 1 and 2 and $0.20 after that, so the full 1,000 have a face value of $230. Each day’s batch expires 24 hours after it’s issued, and a missed login loses that day’s spins. Crown Cash needs 1x play and lasts 365 days. The promotion ends November 22, 2026. DraftKings opened the WV market on July 15, 2020 and led fiscal 2026 with 23.0% of revenue, but its September revenue fell 14.2% year over year.

5. BetRivers Casino

BetRivers Casino is West Virginia’s fourth-biggest online casino, with 13.8% of September revenue and 36.8% growth year over year, and it runs the state’s only online poker room. A first deposit of $10 or more with code PLAY or WELCOME refunds 100% of your net casino losses over the first 24 hours, up to $500 in bonus money with 1x wagering, and adds up to 500 bonus spins worth $0.20 each, or $100 in all. The spins come 50 a day for 10 days in a row from the day you deposit, and each batch expires 24 hours after it lands, so a missed login costs that day’s spins. The lossback pays only if you finish the 24 hours down, it lands within 72 hours, and you have 30 days to clear it, with baccarat, roulette, craps and several other table games excluded. Your deposit also earns a second-chance sports bet up to $100 and a poker match up to $1,000. You get one first-deposit offer across all of Rush Street Interactive’s sites, so one already used in Pennsylvania or Michigan rules you out. BetRivers launched on April 12, 2021 under an agreement with Mountaineer Casino, and its combined casino and sportsbook iPhone app has the highest rating of the WV apps we checked, 4.85.

6. Caesars Palace Online Casino

Caesars Palace Online Casino is one of three WV casinos that pay something without a deposit: register with an eligible promo code and you get a $10 casino bonus on select slots, with 1x wagering inside seven days. A first deposit of $10 or more is then matched 100% up to $1,000, and 2,500 Caesars Rewards Reward Credits follow after $25 in wagers. The match is the trap: 15x on select slots within seven days, so a $1,000 bonus needs $15,000 of play in a week or it’s forfeited. PayNearMe and cage deposits don’t count, and using the code bars you from Horseshoe’s and Caesars Sportsbook’s new-player offers elsewhere. I’d take the $10, then deposit only what I could clear at 15x in a week.

7. bet365 Casino

bet365 Casino, live in WV since August 27, 2026, matches a first deposit of $10 or more 100% up to $1,000, with 15x wagering within 30 days and a cap of 10% of your deposit or bonus on any single bet while it’s active. It adds up to 10 spin reveals over 20 days, each worth 50, 75 or 100 spins at $0.10 a spin, with no wagering on the winnings. bet365 publishes the odds (50%, 35% and 15%), which put the expected haul at about 663 spins, or roughly $66 in spin value, against the 1,000 headline. Claim within 30 days of registering and before 6:59 a.m. ET on November 24, 2026. A casino bonus claimed in another US state rules you out.

8. Horseshoe Online Casino

Horseshoe Online Casino gives 125 bonus spins at registration with an eligible promo code and no deposit, then 125 more in each of the next three weeks if you opt in within five days and earn one Tier Credit ($5 wagered on slots or video poker, or $25 on tables), up to 500 spins. Spin winnings need 1x wagering on slots within five days (2x on video poker, 5x on other games, and craps doesn’t count). The terms hide a harsher rule: finish all 125 spins within five days, or you lose the unused spins and the winnings from the ones you played. Anyone with a Caesars, Horseshoe or William Hill account in another state is excluded.

Four licensed brands aren’t ranked. We couldn’t verify a West Virginia offer for two of them: Golden Nugget, whose app DraftKings publishes and which took 5.0% of September revenue, blocked our US connection and showed us only its Pennsylvania site, and Hollywood Casino’s promotions page showed us no welcome offer and asks visitors to log in. Ember and Stardust do publish WV offers, which are in the bonus table, but neither clearly ranks under our rule. Ember’s 100% match up to $100 carries 10x wagering inside seven days, and its WV-only iPhone app is rated 2.26. Stardust took 0.1% of September revenue, and its own pages disagree on the deposit match: one version’s promo card says 50% up to $100 while its terms say 100% up to $50.

All 12 Legal West Virginia Online Casinos

West Virginia has 12 licensed online casinos, each tied to one of the state’s five land casinos. The WV Lottery’s license list, dated October 15, 2026, shows 12 management services provider (MSP) licenses, and all 12 brands reported revenue in August and September 2026. Only the five casinos (four racetrack casinos and The Greenbrier resort) can hold an interactive wagering operator license, which costs $250,000 and runs five years, and each may offer no more than three branded sites and apps, known as skins. The company running a skin needs its own MSP license ($100,000), and an interim license lets it go live for 270 days while the Commission reviews it.

Several WV brands are gone or renamed. WynnBET, on Mardi Gras, last reported revenue in August 2023. PointsBet’s license passed to Fanatics, PENN’s skin went from Barstool to ESPN BET to theScore Bet and Hollywood Casino, William Hill’s casino became Caesars Palace Online Casino, and Betly became Ember in July 2026. VIP Play announced an interim WV license in 2025 but never reported WV revenue and isn’t on the October 2026 list. Three skin slots are open: Wheeling Island uses one of its three (bet365), leaving two, and The Greenbrier uses two (BetMGM and Golden Nugget), leaving one, while Charles Town, Mountaineer and Mardi Gras are full.

WV Online Casino Bonuses and Promo Codes

Ten WV online casinos publish welcome offers we could verify on their state terms or promotions pages. Two need a promo code at registration (Caesars Palace and Horseshoe), BetRivers and Ember need a code with your first deposit, and the rest apply the offer when you opt in, deposit, pick it at sign-up or tick a claim box. Here’s how they compare:

No-Deposit Bonuses in WV

Three of the WV offers we verified pay a no-deposit bonus. Caesars Palace and Horseshoe need an eligible promo code when you register. Caesars Palace credits $10 in casino bonus on select slots, released to cash after $10 of play (1x) within seven days. Horseshoe credits 125 bonus spins, whose winnings need 1x on slots within five days. Both run on Mountaineer’s license through the same Caesars company, American Wagering, and each one’s terms say that using its code ends your eligibility for the other’s new-player offers in other locations, so read both before you register. Stardust gives 100 spins on Cash Eruption when you pick its offer at sign-up, worth $0.20 each by its promo card, and pays the winnings as cash with no playthrough, but only after you’ve used all 100 spins, which expire after seven days. What to Check Before You Claim

• Check the wagering window as well as the multiple: Caesars Palace and bet365 both ask 15x on the match, but Caesars gives you 7 days and bet365 gives you 30.
• Work out what the spins are worth. DraftKings’ 1,000 Flex Spins have a face value of $230, BetRivers’ 500 are worth $100 if you collect them all, and bet365’s spins are $0.10 each, with about 663 spins as the expected haul.
• Log in every day: BetMGM, DraftKings, BetRivers and Ember drop a day’s spins if you don’t log in, and Fanatics’ spins vanish at 11:59 p.m. ET each night.
• Pick the deposit method with care. PayNearMe and cash deposits don’t qualify at FanDuel or Caesars Palace, and bet365’s PayPal and Venmo deposits start at $30.
• Your history in other states counts. Fanatics, bet365, Horseshoe, FanDuel and BetRivers exclude players who already hold an account or claimed a casino bonus with the brand elsewhere.
• Ignore stale pages. Fanatics still links a “Wager $50, Get $250” page whose terms ended September 13, 2026, FanDuel’s WV marketing page shows an older offer, and BetMGM’s WV terms mention a “$25 Casino Bonus” that isn’t part of the current deal.

New WV Online Casinos

The newest WV online casinos are Stardust Casino, which began reporting revenue in August 2026, and bet365 Casino, which launched on August 27, 2026.

Stardust is the quiet one. Boyd Interactive received an interim MSP license on March 16, 2026, running to December 11, 2026 with no Commission approval date listed yet, and Stardust reported $1,932 of revenue in August and $40,631 in September (WV Lottery by-skin data, unaudited). Its WV site now offers 100 sign-up spins with no deposit plus a first-deposit bonus, covered in the bonus table above. bet365 holds an interim license from January 21, 2026 and Commission approval from July 29, 2026, and it earned $675,962 in its first full month, September.

Is Online Gambling Legal in West Virginia?

Yes. Online casinos are legal in West Virginia under the West Virginia Lottery Interactive Wagering Act (W. Va. Code §29-22E), created by House Bill 2934 in 2019. The Senate passed it on March 8, 2019, the House concurred on March 9, and it became law without Governor Jim Justice’s signature, which the Legislature’s bill history records on March 28, 2019. It took effect on June 7, 2019, and the first online casino, DraftKings, went live on July 15, 2020.

The West Virginia Lottery Commission regulates online casinos through the WV Lottery, where Deputy Director Kris Franko oversees casino gaming, sports wagering and interactive wagering. Its Interactive Wagering Rule (Rule 179-10) sets the player rules: you must be 21 or older and physically located in West Virginia when you wager, and each operator must run geolocation that checks where you are for the whole session. The rule sets no residency requirement. The Act also lets the Commission sign wagering agreements with other governments (§29-22E-14), which is how WV poker players share tables with other states.

West Virginia Online Casino Tax

West Virginia online casinos pay a 15% privilege tax on adjusted gross interactive wagering receipts, at the same rate for slots and tables, paid weekly by the Wednesday after each week (§29-22E-16). The tax replaces other state and local taxes on the operation, apart from property tax, and it raised $65.87 million in fiscal 2026. House Bill 4397, from Delegates Burkhammer and Pinson, would have raised the rate to 25%. It went to committee on January 16, 2026 and got no further action, so the rate stays at 15%. At 25%, fiscal 2026’s $439.16 million in revenue would have produced about $109.79 million. A companion bill, HB 4398, would have lifted the sports betting rate from 10% to 25% and stalled the same way.

Sweepstakes Casinos in West Virginia

No West Virginia statute bans or licenses sweepstakes casinos, and we found no 2025 or 2026 bill on them. The pressure came from the Attorney General. JB McCuskey took office on January 13, 2025 and said on January 29 that he had “serious concerns” about illegal gambling operations targeting West Virginia consumers. By July 2025, Covers reported, citing WV News, his office had sent nearly 50 subpoenas and more than 20 platforms had stopped offering sweepstakes play in the state, among them McLuck and its sister sites, Pulsz, Spree, Legendz and Modo. We found no cease-and-desist letters from the WV Lottery, so this was enforcement pressure, not a regulator ban, and some brands, including Spree and High 5, now list West Virginia as excluded in their own rules. West Virginia Online Casino Revenue and Market Share

West Virginia online casinos earned $39.19 million in September 2026 on $913.9 million in wagers, up 12.5% from September 2025, according to the WV Lottery’s monthly by-skin file, which the Lottery marks unaudited. The Lottery publishes that file and weekly revenue summaries on its reports page but no monthly press release.

FanDuel took 20.4% of September revenue ($8.01 million) and edged DraftKings (20.0%, $7.83 million) for the top spot, and the top three, with BetMGM, held 57.3%. Over fiscal 2026 (July 2025 to June 2026 in the by-skin file) DraftKings led with 23.0%, ahead of FanDuel (21.3%), BetMGM (19.4%) and BetRivers (12.9%), while Caesars Palace (6.9%), Fanatics (6.7%), Golden Nugget (3.8%), Hollywood Casino (3.5%), Ember (2.2%) and Horseshoe (0.2%) shared the rest. Among brands live a year earlier, September’s fastest growers were Fanatics (up 79.0% year over year) and Hollywood Casino (up 75.5%), while DraftKings fell 14.2% and BetMGM 15.4%. Charles Town’s three skins earned 32.1% of the month’s revenue, the most of any casino.

Online casinos bring the state far more than sports betting does: in fiscal 2025, interactive wagering sent $49.8 million in transfers to the state against $5 million from sports wagering, the WV Lottery says. A $41.7 million “record” January 2026 figure circulates online, but the Lottery’s by-skin file shows $38.20 million for that January, and its record month is March 2026. The weekly reports close each Saturday, so totals built from them don’t line up with calendar months.

WV Casino Apps

All 12 WV online casinos have an iPhone app, and the highest rated is BetRivers’ combined casino and sportsbook app at 4.85 from 51,761 ratings.

These are national listings, so the ratings reflect players in every state each app serves. Ember Casino WV is the exception, a West Virginia-only app rated 2.26 from 198 ratings. Hollywood Casino shows the widest gap between stores, 4.72 on iPhone but 2.8 on Google Play. Every app checks your location before real-money play, so allow location access.

WV online casinos offer slots, table games, video poker and live dealer games, and BetRivers runs the state’s only online poker room. The WV Lottery’s reports don’t split online revenue by game type, so there’s no official slots share.

Live Dealer

West Virginia has no live dealer studio of its own. Evolution announced its WV live casino launch on June 28, 2022, streamed from its Pennsylvania studio and starting with Live Roulette, Lightning Roulette, Blackjack, Infinite Blackjack, Three Card Poker and Ultimate Texas Hold’em, and CasinoBeats reported that WV was the fourth US state for its live tables.

Online Poker

BetRivers Poker is West Virginia’s only real-money online poker site. It launched on June 10, 2025, more than five years after the Act legalized online poker, and shares player pools with Pennsylvania, Michigan and Delaware. That became possible after West Virginia joined the Multi-State Internet Gaming Agreement (MSIGA) in November 2023.

Deposits and Withdrawals at WV Online Casinos

Most WV online casinos take debit cards, PayPal, Venmo, online banking and Apple Pay, but cashier lists differ by brand. These are the methods on the WV payment pages of BetMGM, Caesars Palace and bet365:

Two rules affect bonuses. PayNearMe and cash deposits don’t qualify for FanDuel’s or Caesars Palace’s welcome offers, and bet365’s PayPal and Venmo deposits start at $30, three times its $10 bonus minimum. On debit-card withdrawals, Caesars says that “once approved, many transactions post within an hour,” and that VIP Preferred eCheck withdrawals generally post within one to two business days, while bet365 returns money to your deposit method where it can. Responsible Gaming in West Virginia

West Virginia’s problem gambling helpline is 1-800-GAMBLER (1-800-426-2537), free and open 24/7, run by First Choice Services as the West Virginia Problem Gambling Help Network. You can also text 800GAM, and the helpline says WV residents whose phone doesn’t have a 304 or 681 area code should call 304-344-2883. The WV Lottery funds state compulsive gambling programs with up to $2 million a year. Under Rule 179-10 §6.22, every WV online casino must let you set deposit and spend limits (daily, weekly and monthly) and a daily time limit. A lower limit takes effect by your next login, and a higher one only after the current period ends.

You join the statewide program by signing the WV Lottery’s Self-Exclusion Request Form, and Mardi Gras and Wheeling Island also run their own property exclusions.
