Pennsylvania has 24 legal online casino brands, all licensed by the Pennsylvania Gaming Control Board (PGCB) for players 21+ inside the state. BetMGM is our top pick: $10 gets up to 1,000 bonus spins and a week of Spin the Wheel prizes. PA online casinos earned $249.3 million in September 2026, up 6.8% year over year.
Those 24 brands run on only 11 PGCB licenses. The Hollywood Casino at Penn National license alone carries five (BetMGM, DraftKings, Fanatics, Hollywood Casino and theScore Bet) and earned 39.7% of September’s online casino revenue.
Of the 20 PA brands whose offers we could read, five give you something without a deposit: Caesars Palace, Horseshoe, Stardust, Resorts Casino and PlayLive! (ends 6:59 a.m. ET, October 30, 2026).
21+ and physically in Pennsylvania to play. Offers checked on each casino’s Pennsylvania page on October 23 and 24, 2026. Squawka may earn a commission from partner links, which doesn’t affect our ratings.
Best PA Online Casinos, Ranked
BetMGM is the best PA online casino on our list: its $10 offer pairs up to 1,000 bonus spins with a week of Spin the Wheel prizes (up to a 100% match to $200), runs to December 31, and comes with a 4.72-rated iPhone app. Fanatics, FanDuel and DraftKings follow. We rank on welcome-offer value and terms, app ratings, payment and payout terms, and rewards, and partner casinos can rank higher, as our note on how Squawka makes money explains.
1. BetMGM Casino
BetMGM Casino gives new PA players up to 1,000 bonus spins for a first deposit of $10 or more: 100 on the day you deposit, then 100 a day for nine more days, but only on days you log in. From the day after your deposit you also get one Spin the Wheel a day for seven days, with prizes of a 25% deposit match up to $50, 50% up to $100, 100% up to $200 or 500 BetMGM Rewards Points. The terms are tight. Spin winnings carry 10x wagering within three days, and a wheel match needs 15x within 14 days and locks your deposit until you finish. BetMGM’s blog labels the PA offer “Expired,” but its PA terms run to December 31, 2026. BetMGM’s iPhone app is rated 4.72 from more than 148,000 ratings, and BetMGM Poker was one of the first two PA rooms on the multi-state poker network in April 2025.
2. Fanatics Casino
Fanatics Casino asks for a wager, not a deposit match: place $10 in total on any casino game within 30 days of signing up and you get 1,000 bonus spins on 7’s Fire Blitz Hotstepper 2, paid as 100 a day for 10 days, and each day’s spins expire at 11:59 p.m. ET that day. Fanatics says “there are no playthrough requirements on Bonus Spins,” and no promo code is needed. You get one welcome offer, and PA players can pick an alternative: up to $1,000 back in Casino Credit on first-24-hour net losses (1x, with the 24 hours starting at sign-up), 1,500 spins on Spooky Link for the same $10, or $250 in Casino Credit with code CASINO250 after $50 in wagers. The spins offer runs to February 27, 2027. The PA stake is $10, double the $5 Fanatics asks in Michigan and New Jersey. I’d take the 1,000 spins unless you plan a big first session, where the lossback pays more if it goes badly.
3. FanDuel Casino
FanDuel Casino needs only a $5 deposit, which gets you 1,000 bonus spins on eight Huff N’ Puff slots, credited 50 a day over 20 days, plus a $25 Casino Bonus. Spins carry a 1x playthrough and expire seven days after each batch lands, and the $25 also expires in seven days. FanDuel runs the offer to November 2, 2026. Eligibility is the catch: you can’t have placed a wager on FanDuel Sportsbook, FanDuel Casino, Betfair Casino or Mohegan Sun Casino, and FanDuel’s PA marketing page adds Stardust Casino to that list, so a FanDuel sports bettor gets nothing here. The same marketing page still shows two older offers, so go by the offer inside the casino app.
4. DraftKings Casino
DraftKings Casino lets you pick one of two offers: 1,000 Flex Spins for a $5 wager, paid 50 a day for 20 days, or 100% of your net losses in the 24 hours after you choose it back as Crown Cash, up to $1,000. Each day’s spins expire 24 hours after they’re issued, so you need to log in daily. Crown Cash carries a 1x play-through and lasts 365 days. The choice is final, and the promotion runs from August 31 to November 22, 2026. DraftKings runs on the same PGCB certificate as BetMGM and Fanatics (Hollywood Casino at Penn National), and Golden Nugget, which DraftKings owns, runs a similar $5 Player’s Choice offer on its own certificate: $50 in Crown Cash or 500 Flex Spins. If you’d rather have a safety net than spins, this lossback has the longest shelf life of the PA lossbacks we read: 1x and 365 days, against 7 days at Fanatics and betPARX.
5. Caesars Palace Online Casino
Caesars Palace Online Casino has the only cash no-deposit bonus among the PA offers we read: $10 in casino bonus once you register and verify your ID, with a 1x playthrough on select slots within seven days. A first deposit of $10 or more is then matched 100% up to $1,000, and wagering $25 in your first seven days adds 2,500 Caesars Rewards Reward Credits. The match is the hard part: 15x on select slots within seven days, so a $1,000 bonus needs $15,000 of play in a week, and unmet wagering forfeits the bonus. Cancel early and you also lose any part of your deposit you’ve already wagered. PayNearMe and casino-cage deposits don’t qualify. Opening an account with this offer also rules you out of the Horseshoe and Caesars Sportsbook & Casino new-player offers. I’d take the $10, then deposit only what I could clear at 15x in a week.
6. Borgata Online Casino
Borgata Online Casino, run by BetMGM, lets you choose between a 100% deposit match up to $500 at 5x on slots (the offer expires 14 days after you register, and the 5x must be cleared within 7 days of activating the bonus) and 20 bonus spins for every $10 you deposit, up to 200 spins, whose winnings carry no wagering. Either way, you then spin a bonus wheel daily for eight days for up to 1,000 more spins. The offer runs from July 1 to December 31, 2026. A 5x match is light for $500, a third of Caesars’ 15x. One oddity: a line of Borgata’s terms says each $1 of bonus needs “ten dollars ($5)” of wagering, while the rest say 5x. A 2024 Borgata page offering $20 with no deposit is still online, but that offer ended December 31, 2024.
7. BetRivers Casino
BetRivers Casino has the lowest playthrough on any PA deposit match we read: 100% of your first deposit up to $250 in Bonus Money at 1x, plus up to 500 bonus spins on Lion Link games (50 after the deposit, then 50 for each consecutive daily login, each batch lasting 24 hours). You have 30 days from the credit to play the Bonus Money through, and the offer runs to December 31, 2026. Roulette, craps, baccarat, sic bo, live dealer table games and a few other games are excluded from Bonus Money play, and deposits at the property cage don’t qualify. Check the code: the offer card says WELCOME, but BetRivers’ full PA terms name PACASINO250 “or eligible Deposit Code,” and the terms are what count. Rush Street allows one first-deposit offer across its sites, so taking this one rules out PlaySugarHouse’s, and the reverse.
8. bet365 Casino
bet365 Casino matches a first deposit of $20 or more 100% up to $500, and you have 30 days from registration to claim it. The bonus must be wagered 20 times before you can withdraw, the heaviest playthrough on this list, and the 100 spins arrive only after you finish that wagering. On a $500 bonus that’s $10,000 of play before the spins land. bet365’s linked full terms returned an error when we checked, so we couldn’t confirm the eligible games or the spins’ value and expiry. Its iPhone casino app is rated 4.33 from about 7,200 ratings.
All Legal PA Online Casinos
Pennsylvania has 24 online casino brands live on the PGCB’s list, running on 11 casino licenses, which the law calls interactive gaming certificates. Nine certificates belong to PA casinos (the PGCB licenses 18 land-based casinos, shown on its casino map) and two to qualified gaming entities (QGEs), Golden Nugget and Bally’s Pennsylvania, which the PGCB defines as companies that aren’t licensed retail casino operators in the state. Online brands run on a certificate as “skins” under market-access deals and pay $1 million for their own operator license. Any site not on the PGCB’s interactive gaming operator list isn’t licensed in Pennsylvania.
| Casino | License (certificate holder) | Certificate’s share of PA iGaming revenue, September 2026 |

| Wind Creek Online | Wind Creek Bethlehem | 0.4% (shared by 2 brands) |
| Imperial Treasures Casino | Wind Creek Bethlehem | 0.4% (shared by 2 brands) |
Counts differ even at the PGCB. Its September 30, 2026 annual-report release says the Board oversees “22 sites for online casino-type games,” while its operator list shows the 24 brands above and the annual report’s own iGaming table names the same 24 plus the WSOP poker site. Two of the 24, Caesars Sportsbook & Casino and theScore Bet, are sportsbook apps with a casino tab, which may explain the gap, but the PGCB doesn’t say.
Some brands that older lists still show have gone. Mount Airy “ceased offering internet gaming in September 2025,” according to the PGCB, and PokerStars Casino, which ran on Mount Airy’s certificate, closed with it. Super Group announced in July 2025 that it was leaving US iGaming, which ended its Pennsylvania casinos, Spin Palace (Betway until March 2025) and Jackpot City, and Unibet left in 2024, according to trade reports. ESPN BET didn’t close: PENN Entertainment renamed it theScore Bet in December 2025, and it still runs on the Penn National certificate.
PA Online Casino Bonuses and Promo Codes
The biggest PA welcome offers we read are spin bundles of 1,000 or more for a $5 to $10 deposit or wager, at BetMGM, Fanatics, FanDuel and DraftKings, and the biggest deposit match is Caesars Palace’s 100% up to $1,000. Every row below comes from the casino’s own Pennsylvania terms. Our online casino bonuses guide explains wagering requirements in more detail.

Blackjack: April 12, 2027 |

Each batch expires 24 hours after it’s credited. Cage deposits excluded. One first-deposit offer across BetRivers and PlaySugarHouse | LIONLINK | December 31, 2026 |

We couldn’t find a published welcome offer for four PA brands, even from a US connection, so we’ve left them out rather than guess. Hollywood Casino and theScore Bet, both PENN brands, show promotions only after you log in, and the last new-player casino terms in their help center ended September 30, 2026. Wind Creek Online and Imperial Treasures list their promotions only inside their apps. Caesars Sportsbook & Casino’s promo terms list only sportsbook welcome offers, so it has no row here, and the Resorts Casino row comes from its PA terms page because its promotions page didn’t load for us. Check the current offer in each app.
No-Deposit Bonuses in Pennsylvania
Of the 20 PA brands whose offers we could read, five have a true no-deposit bonus as of October 24, 2026: Caesars Palace, Horseshoe, Stardust, Resorts Casino and PlayLive!, whose offer ends at 6:59 a.m. ET on October 30, 2026. The Stardust and Resorts Casino sign-up spins run to November 2, 2026. Two more that other sites still advertise are gone.
| Casino | No-deposit offer | Playthrough | Status |
|---|---|---|---|
| Caesars Palace | $10 casino bonus after registration and ID check | 1x on select slots within 7 days | Live, in monthly windows to December 31, 2026 |
| Horseshoe | 125 bonus spins on registration | 1x on slots. Spins and their winnings must be used within 5 days | Live, in monthly windows to December 31, 2026 |
| Stardust | 50 bonus spins on Cash Eruption on registration ($0.20 each) | None: winnings paid as cash. Spins expire 15 days after issue | Live, terms run to November 2, 2026 |
| Resorts Casino | 25 bonus spins on Divine Fortune Megaways on registration ($0.10 each) | 10x on spin winnings. Spins expire 15 days after issue | Live, PA terms run to November 2, 2026 |
| PlayLive! | 25 bonus spins on registration (you must consent to marketing to get them) | 10x on spin winnings | Ends 6:59 a.m. ET, October 30, 2026 |
| BetMGM | $25 no-deposit bonus, still advertised by some sites | None | Not running: BetMGM said on September 15, 2026 it is “not currently running a no deposit bonus offer” |
| Borgata | $20 no-deposit bonus on a 2024 Borgata page that is still online | None | Expired December 31, 2024. The current offer needs a $10 deposit |
Everything else needs money first. FanDuel, DraftKings, Fanatics, Golden Nugget, bet365, betPARX, BetRivers, PlaySugarHouse, Mohegan PA and Tropicana all require a deposit or a cash wager, and the Bally Bet and Monopoly “up to $500” offers refund losses on a first deposit. Horseshoe and Caesars Palace share one new-player offer between them, so you can claim only one of these two no-deposit deals.
What to Check Before You Claim
- Short wagering clocks. Caesars Palace’s match needs 15x within 7 days, Tropicana’s 15x within 5 days of opting in (its offer ends October 31, 2026), and BetMGM’s spin winnings 10x within 3 days. Bonus money you don’t clear in time is forfeited.
- Shared eligibility. FanDuel’s offer is closed to anyone who has wagered at FanDuel Sportsbook, Betfair Casino, Mohegan Sun Casino or Stardust, and a Caesars Palace sign-up blocks the Horseshoe and Caesars Sportsbook & Casino offers (Horseshoe’s terms work the same way in reverse). BetRivers and PlaySugarHouse allow one first-deposit offer between them. BetMGM’s offer requires no prior BetMGM Casino account, wagering or deposits.
- Game weighting. Live dealer counts 0% toward betPARX’s lossback and PlayLive!’s match (offer ends October 30, 2026). At BetMGM, tables, roulette and live dealer count 20% toward spin-winnings wagering and non-live blackjack 10%. Mohegan PA’s blackjack match counts its one eligible game at 10%, so a $100 deposit plus a $100 bonus needs $2,000 of play.
- Payment exclusions. Cage deposits don’t trigger the BetRivers, PlaySugarHouse, Stardust, Caesars Palace or Tropicana bonuses, and PayNearMe deposits don’t count at Caesars Palace or Tropicana.
- Clocks that start at sign-up. Fanatics’ 24-hour lossback window starts when you register, and Borgata’s match expires 14 days after registration, not after your deposit.
My rule of thumb: a 1x offer you can finish, such as FanDuel’s spins, DraftKings’ Crown Cash or BetRivers’ match, is worth more than a bigger 15x match you can’t clear in a week.
New PA Online Casinos
The newest PA online casinos are Imperial Treasures (March 2026), the relaunched Wind Creek Online (new iPhone app in April 2026), Resorts Casino (some time in fiscal 2025/26; the PGCB doesn’t give the month) and Monopoly Casino (July 2025, according to trade reports). The PGCB’s 2025-26 annual report counts five new online gaming platforms between July 2025 and June 2026: Monopoly Casino, Imperial Treasures, Resorts Casino, Wind Creek and FanDuel’s poker room. It also counts one platform migration and four website closures, without naming the closures.
| Casino | What happened | When | Source |
|---|---|---|---|
| Monopoly Casino | Launched on the Bally’s Pennsylvania certificate | July 2025 | PGCB annual report (launch); month from trade reports |
| Spin Palace (formerly Betway) and Jackpot City | Closed after Super Group’s US iGaming exit | Exit announced July 2025 | Super Group filings; PGCB 2024-25 annual report |
| PokerStars Casino (Mount Airy certificate) | Closed when Mount Airy stopped offering internet gaming | September 2025 | PGCB |
| theScore Bet | ESPN BET renamed, same Penn National certificate | December 2025 | PENN Entertainment filings |
| Imperial Treasures Casino | Launched by FlowPlay on the Wind Creek Bethlehem certificate | March 2026 | PGCB annual report; Poarch Creek Indians release, March 5, 2026 |
| PokerStars on FanDuel (poker) | PokerStars poker returned inside FanDuel | April 1, 2026 | FanDuel |
| Wind Creek Online | New platform and a new iPhone app | April 13, 2026 (app release) | PGCB annual report; Apple App Store |
| Resorts Casino | Launched on the Valley Forge certificate | July 2025 to June 2026 (month not confirmed) | PGCB annual report |
New doesn’t mean better here. Imperial Treasures’ iPhone app is rated 2.27 from 11 ratings and Wind Creek Online’s 2.06 from 18, both far below the 4.7 range of the established brands.
Is Online Gambling Legal in Pennsylvania?
Yes. Online casinos are legal in Pennsylvania under Act 42 of 2017, which amended the state’s Race Horse Development and Gaming Act, and real-money online casino games went live in the week of July 15, 2019. The PGCB licenses every site. You must be 21 or older and physically located in Pennsylvania to play, under Section 13B11 of Title 4, but you don’t have to live in the state. Online sports betting has its own license, covered in our Pennsylvania sports betting explainer.
The law allows up to 39 interactive gaming certificates, 13 each for slots, table games and poker. Casinos that petitioned early paid $10 million for all three, later entrants $4 million per category, and renewals cost $250,000 per certificate and $100,000 per operator license. The law deems every wager to be made in Pennsylvania, and casino apps use geolocation to confirm you’re inside the state.
Sign-up got stricter in 2025-26. The PGCB now requires every new iGaming account to pass an ID document upload, a biometric selfie “liveness” check and multi-factor authentication, with restrictions on certain payment methods. Recent fines show what the checks are for. In March 2026 the Board fined BetMGM $100,000 after four fraud rings opened 2,024 accounts with other people’s identities on its BetMGM and Borgata platforms, and in May 2026 it fined Wind Creek Bethlehem $50,000 for KYC failures behind more than $92,000 in fraudulent withdrawals.
Online Casino Tax in Pennsylvania
Pennsylvania taxes online slots at 54% of gross revenue and online table games and poker at 16%. The slots rate is nearly double Michigan’s top online casino rate of 28%. Each rate is a state tax (52% and 14%) plus a 2% local share assessment, under Sections 13B52 and 13B53 of Title 4. In September 2026, PA online casinos paid $114,866,951 in tax on $249.3 million of revenue, a blended 46.1%. In fiscal year 2025/26 iGaming produced $1.34 billion in tax, the state’s second-largest source of gaming tax revenue, according to the PGCB.
Players pay Pennsylvania personal income tax of 3.07% on gambling winnings, which the PA Department of Revenue lists as a class of taxable income, plus federal income tax. For payments made in 2026, the IRS’s Form W-2G instructions set a $2,000 minimum reporting threshold, indexed for inflation after that.
A pending bill would change the operator rates. HB 2801, from Rep. Russ Diamond, was referred to the House Gaming Oversight Committee on September 24, 2026. Its text replaces the 52% slots rate and the 14% table and poker rates with a single 49.9% and repeals the 2% local share assessment, matching the sponsor’s memo, which calls for a 49.9% rate for all online casino games. That would sit below today’s 54% on slots and far above today’s 16% on tables and poker. The General Assembly’s bill page showed no votes or committee meetings as of October 23, 2026. HB 2801 is a 2025-26 session bill, and that session ends November 30, 2026, so it would need to pass by then or be reintroduced in 2027.
Sweepstakes Casinos in Pennsylvania
Pennsylvania hasn’t legalized sweepstakes casinos. At an April 2025 House Gaming Oversight Committee hearing, the PGCB’s chief enforcement counsel called them, in the Board’s assessment, “illegal online gambling” and said the Board had sent 18 cease-and-desist letters, all of which the operators complied with, according to trade press coverage of the testimony. The Board’s chief counsel also said the Gaming Act’s wording limits its power to take legal action against them. HB 2801 would make it unlawful to operate, conduct or promote online sweepstakes games, with fines of $50,000 to $500,000 per violation and cease-and-desist powers for the PGCB and the attorney general. This page doesn’t promote sweepstakes casinos, and our sweepstakes casino legal states tracker covers each state’s law.
Sports prediction markets are a separate fight. In comments released May 5, 2026, the PGCB told the Commodity Futures Trading Commission (CFTC) that contracts on the outcome of sporting events are illegal sports wagering under Pennsylvania law. Our Pennsylvania prediction markets guide tracks where that stands.
Pennsylvania Online Casino Revenue and Market
Pennsylvania online casinos generated $249.3 million in revenue in September 2026, up 6.82% on September 2025, and $2.231 billion in the first nine months of 2026. The PGCB publishes the figures monthly on its revenue page.
| Period | PA iGaming revenue | Change on a year earlier | Note |
|---|---|---|---|
| September 2026 | $249,306,637 | +6.82% | Tax $114,866,951 |
| September 2026: slots | $197,374,613 | +8.99% | 79% of the month’s iGaming revenue |
| September 2026: table games | $49,661,543 | -0.63% | |
| September 2026: poker | $2,270,481 | -1.76% | Reported by 4 certificate holders |
| January to September 2026 | $2.231 billion | +10.3% | Sum of PGCB monthly figures |
| Fiscal year 2025/26 (July to June) | $2,933,453,989 | +18.42% | A fiscal-year high |
| Calendar year 2025 | $2,775,554,529 | +27.22% | Drove record total PA gaming revenue of $6.8 billion |
| Record month: December 2025 | $259,719,489 | +16.13% | Not beaten through September 2026 |
Online play is now close to half the state’s gambling business. iGaming made up 44.9% of the $555 million that all forms of PA gaming generated in September 2026, and online slots ($197.37 million) out-earned the retail slot machines in all 18 land-based casinos ($196.16 million) that month. Growth is slowing: from 27.2% in calendar 2025 to 10.3% so far in 2026 and 6.8% in September.
The money is concentrated. Three certificates took 83.1% of September’s iGaming revenue: Hollywood Casino at Penn National (39.7%, five brands), Valley Forge (28.0%, FanDuel, Stardust and Resorts) and Rivers Philadelphia (15.4%, BetRivers, Borgata and PlaySugarHouse). Because the PGCB reports only by certificate, its figures don’t show how much of Penn National’s $99.05 million came from BetMGM rather than DraftKings or Fanatics. The fastest-growing certificates in September were Bally’s Pennsylvania (+41.7%), Presque Isle (+34.8%) and Harrah’s Philadelphia (+23.0%), and the steepest falls were at Mohegan Pennsylvania (-64.6%) and Wind Creek Bethlehem (-34.1%).
PA Casino Apps
The big PA brands all have iPhone and Android apps: BetMGM, Fanatics, FanDuel, DraftKings, Caesars Palace, BetRivers, Borgata and Golden Nugget rate between 4.67 and 4.85 on the App Store, while four smaller brands sit below 2.5. We found store listings for 23 of the 24 legal brands; the Resorts Casino app we found describes only New Jersey play. The ratings are national: most of these apps serve several states, and some Android packages are even named for New Jersey, so they don’t measure the Pennsylvania version alone.
| App | App Store rating (ratings) | Google Play rating (reviews) | Google Play downloads |
|---|---|---|---|
| BetMGM Casino | 4.72 (148,057) | 4.4 (42.9K) | 1M+ |
| Fanatics Casino | 4.78 (36,187) | 4.6 (18K) | 500K+ |
| FanDuel Casino | 4.77 (204,505) | 4.5 (117K) | 1M+ |
| DraftKings Casino | 4.69 (112,105) | 4.6 (42.4K) | 1M+ |
| Caesars Palace Online Casino | 4.70 (29,546) | 4.5 (10.2K) | 500K+ |
| BetRivers | 4.85 (51,746) | 4.7 (21.3K) | 500K+ |
| Borgata Casino | 4.72 (53,202) | 4.4 (11.3K) | 500K+ |
| Golden Nugget Online Casino | 4.67 (52,402) | 4.7 (24.3K) | 500K+ |
| theScore Bet | 4.83 (223,708) | 4.4 (19.9K) | 1M+ |
| Horseshoe Online Casino | 4.55 (7,402) | 4.5 (3.18K) | 100K+ |
| PlaySugarHouse | 4.90 (5,336) | 4.6 (2.47K) | 100K+ |
| bet365 Casino | 4.33 (7,220) | 3.8 (1.95K) | 100K+ |
| Hollywood Casino | 4.72 (19,713) | 2.8 (2.82K) | 100K+ |
| Tropicana Casino PA | 3.69 (1,073) | 2.4 (80) | 10K+ |
| betPARX PA | 2.48 (21) | 2.9 (2.7K) | 100K+ |
| PlayLive! | 1.99 (414) | 2.3 (1.72K) | 100K+ |
| Wind Creek Online | 2.06 (18) | 3.9 (167) | 50K+ |
| Imperial Treasures Casino | 2.27 (11) | 1.8 (39) | 10K+ |
Check the platform gaps before you download. Hollywood Casino rates 4.72 on iPhone but 2.8 on Android, Tropicana 3.69 against 2.4, and PlayLive! sits at 2.3 or lower on both. betPARX’s iPhone score comes from only 21 ratings, and the two newest apps, Imperial Treasures and Wind Creek Online, have under 20 iPhone ratings each. If you play on Android, I’d stick to those eight big multi-state apps, whose Android versions hold 4.4 or better. PokerStars poker now runs in its own PokerStars exclusively on FanDuel app.
Games at PA Online Casinos: Slots, Live Dealer and Poker
PA online casinos offer slots, table games, live dealer games and, at seven licensed sites, real-money online poker. The law sorts them into three certificate categories, slots, table games and poker, with slots taxed at 54% and the other two at 16%.
Slots
Slots are the core of the market: online slots earned $197.37 million of September 2026’s $249.31 million in iGaming revenue (79%). The PGCB’s report shows players wagered $5.12 billion on online slots that month and won $4.85 billion back, about 94.8% of what they staked. Welcome offers are built around them, too: every spin bundle above is slot-only, and the Caesars Palace match and Tropicana’s match (offer ends October 31, 2026) can only be played on slots. Our online slots guide covers RTP and volatility.
Live Dealer
Evolution US, which holds a PGCB iGaming manufacturer license, runs a live dealer studio in Philadelphia. It had 14 tables when the PGCB fined Evolution $25,000 in December 2024 for a lapse in saved surveillance video after a power outage. Live dealer play is a poor way to clear a bonus: it counts 0% at betPARX and at PlayLive! (offer ends October 30, 2026) and 20% at BetMGM. Online table games, live and digital, earned $49.66 million in September 2026, 0.63% less than a year earlier.
Online Poker
Online poker is legal in Pennsylvania, and the PGCB’s poker list has seven sites: BetMGM, BetRivers, Borgata, DraftKings, FanDuel (which hosts PokerStars), PlaySugarHouse and WSOP. Pennsylvania joined the Multi-State Internet Gaming Agreement (MSIGA) as its sixth member in April 2025, so since April 28, 2025 PA players can share tables with players in New Jersey, Michigan, Nevada, Delaware and West Virginia. BetMGM and Borgata went first, and DraftKings and FanDuel added shared-liquidity poker in fiscal 2025/26. It’s small money next to slots: $2.27 million in September 2026, down 1.76%.
Deposits, Withdrawals and ID Checks
The PA casinos whose payment pages we read all take debit cards and bank transfers (ACH or eCheck), most take PayPal, several offer prepaid Play+ cards, and some accept cash at a land-based casino’s cashier cage. Here’s what each one publishes:
- Caesars Palace and Horseshoe list Visa and Mastercard debit, eCheck (VIP Preferred), online banking, Caesars Play+, PayPal, Venmo, Apple Pay and PayNearMe cash on their PA payment pages, though both say PayNearMe, PayPal and Venmo availability varies by state. Digital deposits start at $5 and withdrawals at $1. For debit withdrawals, both pages say that “once approved, many transactions post within an hour.” Caesars no longer takes credit card deposits outside Puerto Rico and Canada.
- betPARX takes debit cards, ACH through VIP Preferred ($10 minimum), PayPal ($25 minimum), Parx Play+, Apple Pay and cash at the Parx Casino cage. Withdrawals need manual approval, which can take up to 36 hours.
- Tropicana takes ACH, Visa, Mastercard and Discover debit, PayPal and cash at the Harrah’s Philadelphia cage. ACH withdrawals take 5 business days and PayPal 3, with a $10 minimum (none at the cage), and PayPal withdrawals need a PayPal deposit first. Its help center contradicts itself on credit cards: one article says they aren’t supported, another says the Caesars Rewards Visa card is.
- BetMGM lists ACH, debit cards and PayPal in its multi-state banking guide, which gives no payout times.
- Bally Bet’s PA FAQ lists Visa, Mastercard and VIP Preferred.
Two payment rules affect bonuses: cage deposits don’t qualify for the BetRivers, PlaySugarHouse, Stardust, Caesars Palace or Tropicana (offer ends October 31, 2026) welcome offers, and PayNearMe deposits don’t count at Caesars Palace or Tropicana. Expect identity checks up front. Under the PGCB’s 2025-26 KYC rules, new accounts need an ID document upload, a selfie liveness check and multi-factor authentication, and Caesars Palace pays its $10 no-deposit bonus only after your ID is verified. Responsible Gaming in Pennsylvania
Pennsylvania’s problem gambling helpline is 1-800-GAMBLER (1-800-426-2537), run by the Council on Compulsive Gambling of Pennsylvania, and the PGCB’s Office of Compulsive and Problem Gambling answers on 717-346-8300 or at [email protected]. Every licensed PA online casino must let you set deposit and spend limits (daily, weekly or monthly), a maximum single wager, a daily time limit and a temporary suspension of hours or days. During a suspension you can still withdraw your balance.
| Program | What it covers | Ban lengths | When it ends |
|---|---|---|---|
| iGaming self-exclusion (PGCB) | Online casinos, online poker and online sports betting | 1 year, 5 years or lifetime | 1- and 5-year bans lapse at the end unless you extend them first. Lifetime bans never expire |
| Casino self-exclusion (PGCB) | Land-based casinos and off-site venues | 1 year, 5 years or lifetime | 1- and 5-year bans stay in force until you ask to be removed |
| Video gaming terminal self-exclusion (PGCB) | Licensed video gaming terminals (VGTs) | Chosen when you enroll | Expires at the end of the ban unless extended |
| Fantasy contest self-exclusion (PGCB) | Paid fantasy sports contests | Chosen when you enroll | Expires at the end of the ban unless extended |
| iLottery self-exclusion (PA Lottery) | The PA Lottery’s online games | Set by the PA Lottery | A separate list: PGCB enrollment doesn’t cover it |
You enroll online through the state’s self-exclusion portal (photo ID, a selfie and an identity check) or by appointment at a PGCB office, and nobody can enroll someone else. While excluded you can’t collect winnings, but you can withdraw money already in your account. When an iGaming ban lapses, the PGCB tells you to wait 7 business days before playing, because sites can take that long to update their lists. About 30,000 people are enrolled across the four PGCB programs, and the Board processed its 50,000th enrollment request in fiscal 2025/26. Our gambling awareness page lists more help, and our US online casinos hub covers the other legal states.
Pennsylvania Online Casino FAQs
The gambling age is 21 for online casinos, online sports betting and the state’s land-based casinos. Pennsylvania’s interactive gaming law lets only people 21 or older register, and the PGCB fines casinos that let under-21s onto the gaming floor. The PA Lottery sets its own rules for lottery games.
Yes. The PGCB licenses 18 land-based casinos, and the newest, Happy Valley Casino in the State College area, opened in spring 2026. Nine of them hold the certificates PA’s online casinos run on, and a few let you fund an online account with cash at the cage. The PGCB publishes a map of every location.
No. You must be 21 or older and physically inside Pennsylvania when you play, but residency isn’t required. Casino apps use geolocation to confirm you’re in the state. BetRivers, for example, lets you register from any state but only wager while you’re in PA.
Yes. Pennsylvania taxes gambling winnings as personal income at 3.07%, and they’re also subject to federal income tax. For 2026 payments, the minimum IRS reporting threshold for Form W-2G is $2,000, but you owe tax on winnings whether or not you receive a form. This is general information, not tax advice, so check with a tax professional.
Often not. FanDuel’s PA offer excludes anyone who has wagered at FanDuel Sportsbook, Betfair Casino, Mohegan Sun Casino or Stardust, and opening a Caesars Palace account with its offer rules you out of the Horseshoe and Caesars Sportsbook & Casino new-player offers, and the reverse. Rush Street also allows only one first-deposit offer across BetRivers and PlaySugarHouse. Read each brand’s eligibility terms before you sign up for a second one.
Yes. The PGCB licenses seven online poker sites, including BetMGM, Borgata, WSOP and PokerStars on FanDuel. Since April 28, 2025, PA players can sit at shared multi-state tables with players from five other states. You must be 21 or older and in Pennsylvania to play for real money.
Not as unregulated machines. The PGCB’s 2025-26 annual report says the Pennsylvania Supreme Court found “skill games” to be slot machines under both the Gaming Act and the Crimes Code, which puts them under the same law as slot machines. Lawmakers have since asked the PGCB what the ruling means, including whether the Board could regulate them. They aren’t part of any licensed online casino.
It closed. PokerStars Casino ran on Mount Airy’s certificate, and Mount Airy stopped offering online gaming in September 2025, according to the PGCB. PokerStars poker came back on April 1, 2026 as PokerStars on FanDuel, but there is no PokerStars casino in Pennsylvania, so lists that still show one are out of date.
