Real-money online casinos are legal in only a handful of states, such as Pennsylvania, New Jersey, Michigan and West Virginia, and our online casinos hub covers that market.

What Georgia Law Says About Online Casinos

Georgia’s ban on casinos sits in its constitution. Article I, Section II, Paragraph VIII(a) says: “Except as herein specifically provided in this Paragraph VIII, all lotteries, and the sale of lottery tickets, and all forms of pari-mutuel betting and casino gambling are hereby prohibited; and this prohibition shall be enforced by penal laws.” The only exceptions are nonprofit bingo, the state lottery and nonprofit raffles. The clause has no online carve-out, so in our reading legal online casinos would need a constitutional amendment. We quote the legislature’s 2016 edition, and the 2025 resolutions HR 450 and SR 131 quote the same text.

The gambling statutes fill in the detail. O.C.G.A. 16-12-20 defines a “bet” as an agreement that, “dependent upon chance even though accompanied by some skill, one stands to win or lose something of value”. Its lottery definition goes further, covering paid play of “a no skill game” on “a computer, mechanical device, or electronic device whereby the player is able to win a cash or noncash prize”, “even if others can participate or play for free”. That last phrase is the closest Georgia law comes to sweepstakes casinos, which give Sweeps Coins away free and sell Gold Coins. No Georgia court has applied it to an online sweepstakes casino, so this is our reading, not legal advice. The same Code part “shall not be applicable to games offered by the Georgia Lottery Corporation”. Our code text is FindLaw’s, current as of March 28, 2024, and we found no later bill changing these sections.

Is It Illegal to Play at Offshore Casinos From Georgia?

Yes, on the face of the statute. O.C.G.A. 16-12-21 says a person commits gambling when he “Makes a bet upon the partial or final result of any game or contest” or “Plays and bets for money or other thing of value at any game played with cards, dice, or balls”, and makes it a misdemeanor, with no exemption for players. Running the game is the felony of commercial gambling, punishable by one to five years in prison, a fine of up to $20,000, or both (16-12-22). We found no prosecution of a Georgia player for online gambling, but our news and web searches didn’t cover court records, so treat that as a gap in the record, not a safe harbor.

Georgia law also voids the deal itself: O.C.G.A. 13-8-3 says “Gambling contracts are void”. An offshore casino answers to no Georgia regulator, because Georgia has no gaming commission, and the Lottery’s self-exclusion covers only its own online games. This isn’t legal advice.

Best Sweepstakes Casinos in Georgia

Zula Casino is the best sweepstakes casino for Georgia players on our list, ahead of Fortune Wins and Win Bonanza, because it pays the most free Sweeps Coins you can count on (5 SC) and pays cash prizes from 50 SC. We score six things, weighted in this order: free SC you’re certain to get from registering and required verification (not “up to” amounts), the cash minimum, who can play (18+ beats 21+), any Georgia-specific limit (none of the 11 has one), the playthrough rule and apps. Our how we rate page explains the method. Offers are as each casino’s pages showed them from Georgia on November 5, 2026.

1. Zula Casino

Zula Casino credits 20,000 Gold Coins and 2 SC when you register and another 30,000 GC and 3 SC when you verify your phone, a step its help center makes mandatory. The offer page reserves the package for new players “who consent to receive communications”, though, so even those 5 SC may hinge on an opt-in. Consents, a daily login and social links lift it to 120,000 GC and 10 SC. Cash prizes start at 50 SC a day, by ACH only, with 1x playthrough unless Zula sets more. It’s 18+, with apps on both stores. Its operator, SCPS LLC, is a defendant in a Georgia loss-recovery suit sent back to Muscogee County State Court on November 3, 2026, with no ruling on the claims, and its terms still accept Georgia players (Sweepstakes Rules version 2.7, October 27, 2026).

2. Fortune Wins

Fortune Wins pays prizes in Fortune Coins (FC), worth $1 per 100 FC. Its Day 1 headline is 700,000 GC and 5,700 FC, but registering alone pays no FC. Phone verification, which its help center requires, pays 200 FC ($2), email consent another 200 FC and the first daily login 100 FC, and the other 5,200 FC is the top prize on a Wheel of Luck. I’d budget for those 500 FC ($5), not 5,700. Cash prizes start at 5,000 FC ($50) a day, by Visa Virtual Card or ACH, with 1x playthrough by default. It’s 18+, with apps on both stores.

3. Win Bonanza

Win Bonanza spreads its no-purchase offer over five account and claim steps worth 10,000 GC and 1 SC each, or 50,000 GC and 5 SC in all. Its help center makes phone verification part of creating an account, so 2 SC come from registering and verifying, and the rest needs email and text opt-ins plus a daily claim. The promo page adds 20 free spins on JILI’s Devil’s Bonanza Twins, and qualifying friend referrals can take the total to 150,000 GC and 15 SC. The cash minimum is 50 SC a day, paid by ACH only. Playthrough is 1x unless the casino sets more. It’s 18+, with no store app.

4. 1uckyDuck

1uckyDuck publishes no free SC for signing up, though its terms say it may give you some Gold Coins, in an amount it doesn’t state, and its welcome offer needs a purchase: $20 buys 112,000 GC, 65 SC and a Welcome Wheel spin, with 25 of those SC paid over eight daily logins. Cash prizes need 100 SC, and there are no gift cards. Its rules send prizes to a bank account in your name, while its FAQ says a debit card. Playthrough is 1x unless 1uckyDuck states otherwise. It’s 18+, has no Georgia rule and has no store app we could find. Mamba Limited, the Isle of Man company behind Zonko and Amazon Jackpots, runs it.

5. Crown Coins Casino

Crown Coins Casino credits 100,000 Crown Coins (CC) and 2 SC when you register, with no purchase or code, though email sign-ups must verify their address first. Its homepage advertises “a minimum of 150% extra coins” on a first purchase, and our partner offer lists 200% more, with 1.5 million CC and 75 SC, but the store needs a login, so check the package before you pay. Cash prizes start at 50 SC, by Instant Bank Transfer, ACH, Skrill or a prepaid virtual Visa or Mastercard. Playthrough isn’t published, which is why it scores a point below Win Bonanza. It’s 18+, with an iPhone app, and its terms (version 4.1) don’t exclude Georgia.

6. Legendz

Legendz gives new players “500 GC, 3 SC, and 100% extra coins on your first purchase”, according to its FAQ, and our link pre-fills the code SQ. Its Sweeps Rules (version 3.2) exclude 11 states and limit only Ohio, so Georgia gets the full site. Cashing out is the weak spot: cash prizes need 100 SC, though Prizeout gift cards start at 50 SC. In our scoring, that 100 SC bar costs more than its extra free SC earns, which is why it scores below three casinos with smaller sign-up offers. Playthrough is 1x by default, but Legendz can raise it to 20x. It’s 18+, with no store app.

7. Mega Bonanza Social Casino

Mega Bonanza Social Casino gives you 5,000 GC when you join, plus “up to 3.55 free Sweepstakes Coins in your first three days if you login each day”, so no SC amount is fixed at sign-up. Its first-purchase offer is 150% extra coins, up to 600K GC and 303 SC. The packages sit behind a login, so we couldn’t see which one reaches that cap. Cash prizes start at 50 SC by bank transfer, and gift cards at 10 SC. Playthrough is a flat 1x, and it’s 21+. Its lobby showed us a “Top 10 in Georgia” row, and its terms waive claims “UNDER ANY GAMBLING LOSS RECOVERY ACT”.

8. Jackpota

Jackpota‘s free start depends on which page you read. Its help center offers 5,000 GC on joining, while a timed sign-up pop-up on its homepage offered 7,500 GC on November 5, so we can’t say which applies. Its rules are clearer on Sweeps Coins: up to 3.55 free SC over your first three days if you log in daily. The purchase offer conflicts too: the help center describes “an additional 150% extra offer in our online store”, the homepage banner 100% more coins and 75 free spins. Cash prizes need 75 SC by bank transfer, and gift cards 10 SC. Playthrough is a flat 1x, and it’s 21+. Its terms carry the same loss-recovery waiver as Mega Bonanza’s. Its Google Play app is “virtual only”, so use the iPhone app.

9. Zonko

Zonko publishes no free SC for signing up, and its welcome offer is a $20 first-purchase deal: “Make your 1st Purchase of $20 to receive 112,000 GC + 65 FREE SC plus your spin of the Welcome Wheel”, once, for new players only. Cash prizes need 100 SC, and there are no gift cards. Its rules send prizes to a bank account in your name, while its FAQ says a debit card, so check the cashier before you count on either. Playthrough is a flat 1x and it’s 18+, with no store app. I’d only pick it if you planned to buy coins anyway.

10. Amazon Jackpots

Amazon Jackpots is Zonko’s sister site, run by the same Isle of Man company, Mamba Limited, and it has nothing to do with Amazon. Its terms match Zonko’s: no free SC published for signing up, a $20 first purchase for 112,000 GC, 65 SC and a Welcome Wheel spin, cash prizes from 100 SC with no gift cards, 1x playthrough and an 18+ rule. The landing page our link opens sells the deal as “200% Extra with your 1st purchase”. Its Google Play app says “No real money gambling or prizes”, so Sweeps Coins play happens in a browser. It ties with Zonko on points.

11. Go Go Gold

Go Go Gold‘s welcome page offered “30,000 GC + 0.3 FREE SC” through our link on November 5, its main homepage a “GET 0.5 FREE SC NOW!” tile, and its rules say the sign-up SC amount “may vary”. Its Terms cap prizes per spin or play in six states, from $1,000 in Texas to $10,000 in New Jersey, and Georgia isn’t one of them. You need 100 SC for a cash prize by bank transfer, and its rules set gift cards at 25 SC. The rules say 1x playthrough, but Sweepsy reported 3x in the redeem screen in April 2026. Our guides to how sweepstakes casinos work and sweepstakes vs social casinos go deeper.

No purchase is ever necessary. Every partner offers a free mail-in request, known as the alternative method of entry (AMOE). Nine of the 10 that publish their mail-in rules, all but Go Go Gold, require the request to be mailed or postmarked from the state on your account, so Georgians mail theirs from Georgia. Crown Coins keeps its mail-in rules in a Sweeps Policy that logged-out visitors can’t open. Our free SC guide lists what each casino pays per request and per daily login, and our no deposit bonus page compares sign-up offers.

Sweeps Coins must be played through once before they count toward a redemption. That 1x rule is the default at 10 of the 11 casinos, but Zula Casino, Win Bonanza, Fortune Wins and 1uckyDuck can set a higher requirement for a game, promotion or region, and Legendz can raise it to 20x. Crown Coins doesn’t publish its playthrough.

Zula Casino, Win Bonanza, Jackpota, Mega Bonanza Social Casino and Go Go Gold pay cash prizes only to a bank account in your name, so expect to verify your identity before the first one. Fortune Wins adds a Visa Virtual Card, Legendz adds debit card and Skrill payouts, and Crown Coins adds Skrill and a prepaid virtual Visa or Mastercard.

None of the 11 sets a Georgia prize cap, KYC rule or redemption rule. Florida is the one state all 11 single out: 10 cap what a player there can win or redeem from one spin or play at $4,900 to $5,000 or the coin equivalent, and Crown Coins caps each Florida redemption at $5,000, as it does in New York. Jackpota and Mega Bonanza Social Casino are 21+. Go Go Gold’s site says 18+, but its app seller’s terms say 21+. That leaves Georgians aged 18 to 20 eight clear options. Our fast redemption guide compares how quickly each casino processes cash prizes.

Six of the 11 have iPhone apps, and Zula Casino and Fortune Wins are also on Google Play with Sweeps Coins play. The Jackpota and Amazon Jackpots Play apps are free-to-play versions. Our sweepstakes casino apps guide has the ratings and the look-alike apps to avoid.

Georgia’s Gambling Loss Law and the Sweepstakes Lawsuits

Georgia law lets a player sue to get gambling losses back within six months, and after that lets anyone sue for four years, sharing any recovery with the county school fund. O.C.G.A. 13-8-3(b) reads: “Money paid or property delivered upon a gambling consideration may be recovered from the winner by the loser by institution of an action for the same within six months after the loss and, after the expiration of that time, by institution of an action by any person, at any time within four years, for the joint use of himself and the educational fund of the county.” The same section declares gambling contracts void.

Georgia Gambling Recovery LLC, a company whose members are citizens of Florida and Texas, is using the “any person” route. It sued several operators in the State Court of Muscogee County in Columbus, claiming losses Georgians allegedly suffered, and the defendants moved the severed cases to federal court. On October 28, 2026, Judge Clay D. Land kept the VGW, Blitz Studios and Dabble cases in federal court, rejecting the argument that 13-8-3 is a qui tam law that makes Georgia the real party. On November 3, he sent the case against Blazesoft Ltd., Blazegames, Inc. and Zula Casino’s operator back to state court, holding that under Georgia law “a signatory defendant may not use equitable estoppel to bind a non-signatory plaintiff to arbitration”. In the two earlier VGW suits, one was dismissed for lack of personal jurisdiction in 2024, and in the other a 2025 order granted VGW’s motion to dismiss and compelled arbitration. We read the 2025 docket, not the order, so we can’t give its reasons.

One precedent that may matter is Hardin v. NBC Universal (Ga. 2008). In it, the Supreme Court of Georgia looked at the “Deal or No Deal” Lucky Case Game, which charged 99 cents per text entry. It didn’t decide whether the game was an illegal lottery, but held that 13-8-3(b) didn’t apply because there was no gambling contract between the players and the promoter, as summarized by Loeb & Loeb in April 2008. The October 28 order cites Hardin only for the point that 13-8-3 gives the loser a private civil action. No court has said whether that reasoning fits a casino where you buy coin packages and win Sweeps Coins from the house.

Two of our partners address these laws in their terms. Jackpota’s and Mega Bonanza’s terms both say players “WAIVE ANY RIGHTS TO BRING A CLAIM OR CAUSE OF ACTION UNDER ANY GAMBLING LOSS RECOVERY ACT”, and we don’t know how a Georgia court would treat that clause. The November 3 order only held that a plaintiff who never signed an arbitration agreement isn’t bound by it. Our Ohio page lists the proposed class actions filed there, including two naming Crown Coins’ operator. This is our reading, not legal advice.

Has Georgia’s Government Acted Against Online Sweepstakes Casinos?

No, not that we could find: no lawsuit, cease-and-desist letter, opinion or public statement on online sweepstakes casinos from the attorney general, the Georgia Lottery or any other state agency, as of November 5, 2026. A search of the attorney general’s site turned up only older warnings about sweepstakes scams. Georgia Gambling Recovery LLC is a private company, and the October 28 order found that it, not the State, is the real party in its suits. This covers the public record only.

Chris Carr remains attorney general until January 2027. Tanya Miller won the November 3, 2026 race for the office, 55.5% to 44.5%, according to unofficial results, and we found nothing on her position on sweepstakes casinos. Our state-by-state guide lists the states that do ban them.

COAMs vs Online Sweepstakes Casinos in Georgia

The “skill games” in Georgia gas stations and convenience stores are coin-operated amusement machines (COAMs), licensed by the Georgia Lottery, and they pay only noncash rewards redeemed in the store. A machine must involve some skill: “If a player can take no action to affect the outcome of the game”, it doesn’t qualify. Even SR 131, the one casino amendment, required play at a licensed casino facility and barred off-site casino gambling, which in our reading rules out online casinos. The 2027 session opens on January 11, 2027, the start of a new two-year term, so any bill must be filed again. An amendment needs two-thirds of each house (120 of 180 representatives and 38 of 56 senators) and then a statewide vote at the next even-year general election, which makes November 2028 the earliest date voters could decide. No gambling measure was on the November 3, 2026 ballot.

Other Legal Gambling in Georgia

The Georgia Lottery is the only legal real-money gambling Georgians can do online. In person, Georgia allows the Lottery, licensed COAMs, nonprofit bingo and nonprofit raffles. It has no casinos, sportsbooks or racetracks.

Georgia Lottery Online

The Georgia Lottery sells Millionaire For Life, Cash 3, Cash 4, Quick Win, Cash Pop, Mega Millions, Powerball, Fantasy 5 and KENO! tickets online and in its app, and it runs its own Diggi Games, interactive instant games “with prizes up to $150,000”. To buy online you need to be 18 (O.C.G.A. 50-27-23(d)), with an upgraded Players Club account, and “physically located within the state of Georgia”. That makes the Lottery’s app the only state-authorized real-money gambling app in Georgia. The Lottery has sold draw tickets online since 2012, according to news reports from the time. It raised $1.54 billion for education in fiscal 2026, its 11th straight year above $1 billion, according to the governor’s announcement as reported by WRDW. The constitution directs Lottery proceeds to education, including scholarships and pre-K.

Sports Betting

Sports betting isn’t legal in Georgia. No law authorizes it, and betting on a game is the misdemeanor in 16-12-21. HR 450, which would have let voters decide, failed 63-98 in the House on March 6, 2026. Our Georgia sports betting explainer covers the history.

Fantasy Sports and Pick’em

No Georgia statute authorizes or bans paid fantasy sports or pick’em, and we found no attorney general opinion, Lottery statement or court ruling on them. Whether a paid contest is a “bet” under 16-12-20, which counts chance “even though accompanied by some skill”, is unresolved. Georgia Gambling Recovery’s loss-recovery suit against Dabble, a pick’em app, is pending in federal court. We didn’t verify which fantasy apps accept Georgians.

Horse Racing

Betting on horse racing isn’t legal in Georgia: the constitution prohibits “all forms of pari-mutuel betting”, the state has no track, and no 2025 or 2026 bill tried to change that. We didn’t verify whether online advance-deposit wagering (ADW) sites accept Georgians. On its face, 16-12-21 would cover a Georgian placing those bets, which is our reading, not legal advice.

Prediction Markets

Georgia hasn’t acted against prediction markets: we found no attorney general, Lottery or other state action against Kalshi, Polymarket or similar platforms. The only case is Georgia Gambling Recovery’s private loss-recovery suit against Kalshi and others, stayed since May 18, 2026. We didn’t verify which platforms accept Georgians. Our Georgia prediction markets guide tracks the details.

Do Georgia Players Pay Tax on Sweepstakes Prizes?

Yes: Georgia taxes income at a flat 4.99% for 2026, and the IRS says “Gambling winnings are fully taxable”. The Department of Revenue confirms the 4.99% rate, which HB 463 cut from 5.19% retroactive to January 1, 2026. Sweepstakes prizes are federal income, and in our reading they belong on your Georgia return too.

Gambling losses reduce your tax only if you itemize. Georgia’s standard deduction is $15,000 for a single filer in 2026, so many players won’t itemize. From tax year 2026, federal law limits wagering-loss deductions to 90% of losses, and we couldn’t confirm whether Georgia follows that limit.

No Georgia rule we found makes sweepstakes casinos withhold state tax, so in our reading you settle it on your return. The Georgia Lottery withholds 4.99% state tax and 24% federal tax from prizes over $5,000, and it reports prizes above $600. For 2026, Form W-2G reporting starts at $2,000, as does Form 1099-MISC for prizes and awards. The 24% figure some pages quote is federal withholding on winnings of $5,000 or more from sweepstakes, lotteries and sports wagering, not a tax rate.

Tax rule

Georgia

Federal

Rate on prizes and winnings

Flat 4.99% for 2026 (HB 463)

Fully taxable as income (IRS Topic 419)

Gambling losses

Deductible only if you itemize. It’s the state behavioral-health department’s 24/7 line rather than a gambling-only helpline, and the Georgia Lottery lists it for gambling help: “Specialists can help you find nearby treatment.” The department oversees four gambling treatment programs, and the Lottery says it gives $400,000 a year to fight gambling addiction. Nationally, call or text 1-800-MY-RESET, the National Council on Problem Gambling‘s helpline.

Georgia has no statewide self-exclusion list for casinos or sweepstakes sites. The Lottery’s Play Break lets you lock its online and app games for three months to 10 years, and it can’t be reversed. If you’ve self-excluded from the Lottery, also use each sweepstakes casino’s own purchase limits, time-outs and self-exclusion. The three tribes the Georgia Council on American Indian Concerns lists hold state recognition, and we found no federally recognized tribe in Georgia, so there is no tribal casino either. The Emerald Princess casino cruise from Brunswick (21+) is the closest thing, but its site says it entered dry dock on October 22 and is “currently not cruising”. For a casino floor, Georgians cross into neighboring states such as Florida, Alabama and North Carolina.

What is the gambling age in Georgia?
It is 18 for the Georgia Lottery, online or in a store (O.C.G.A. 50-27-23(d)), and Georgia’s age of majority is also 18. No Georgia law sets an age for sweepstakes casinos, so each brand sets its own: eight of our 11 partners are 18+, Jackpota and Mega Bonanza Social Casino require 21, and Go Go Gold’s site says 18+, but its app seller’s terms say 21+. The Emerald Princess casino cruise requires guests to be 21.

Why is gambling illegal in Georgia?
Because the Georgia Constitution prohibits it: Article I, Section II, Paragraph VIII(a) bans “all lotteries” and “all forms of pari-mutuel betting and casino gambling”, enforced by criminal law. The exceptions came by amendment: voters approved the state lottery on November 3, 1992, and nonprofit raffles became lawful on January 1, 1995. Nonprofit bingo is the other exception. Anything else needs another amendment and a statewide vote.

Can you play online slots for real money in Georgia?
Not at a licensed online casino, because Georgia has none. The Georgia Lottery’s Diggi games, with prizes up to $150,000, are the only legal real-money instant games online, for players 18 and older in Georgia. Sweepstakes casinos offer slots played with Sweeps Coins that you can redeem for cash prizes, from 50 SC at Zula Casino, Win Bonanza, Crown Coins and Mega Bonanza Social Casino, or 5,000 FC ($50) at Fortune Wins.

Is there a Georgia casino app?
No licensed real-money casino app exists in Georgia. The Georgia Lottery sells draw tickets and Diggi games online and through its app to players physically in the state. Sweepstakes casino apps do exist: six of our 11 partners have iPhone apps, and Zula Casino and Fortune Wins also have Google Play apps with Sweeps Coins play. Win Bonanza, Legendz, Zonko, Amazon Jackpots and 1uckyDuck offer Sweeps Coins play only in a mobile browser.

Will Georgia legalize online casinos?
Not soon, on the record. The constitution prohibits casino gambling, so online casinos would need an amendment passed by two-thirds of each house and approved by voters, and no 2025 or 2026 bill proposed one. Even SR 131, which would have allowed at least eight casinos, barred off-site casino gambling. The next session opens on January 11, 2027, so November 2028 is the earliest statewide vote.

Who regulates gambling in Georgia?
Georgia has no gaming commission. The Georgia Lottery Corporation, a public corporation that state law says is not a state agency, runs the Lottery and licenses and polices COAMs. The attorney general is the state’s chief legal officer. No Georgia agency licenses or regulates sweepstakes casinos.

Can Georgians get a no-deposit casino bonus?
Not from a licensed real-money online casino, because Georgia has none. Sweepstakes casinos are the no deposit option: they give free coins at sign-up with no purchase. On our list, Zula Casino pays 5 SC for registering and verifying your phone, Legendz pays 3 SC, Win Bonanza and Crown Coins pay 2 SC each, and Fortune Wins pays 200 FC ($2) for phone verification.

18+ or 21+ depending on the brand.
