Real-money online casinos are legal only in a handful of states, such as Pennsylvania, New Jersey, Michigan and West Virginia, and our online casinos hub covers that market.

What Missouri Law Says About Online Casinos

Article III, Section 39(9) of Missouri’s constitution denies lawmakers the power “to authorize lotteries or gift enterprises for any purpose” except where other sections allow them, and Section 39(e) permits games of chance “upon the Mississippi and Missouri Rivers only”, on excursion gambling boats and floating facilities. RSMo 313.817 adds that a casino “may receive wagers only from a person present on a licensed excursion gambling boat”. In our reading, legal online casinos would need a constitutional amendment, not just a new law. The Gaming Commission’s April 23, 2025 consumer alert says “Online casinos are illegal in Missouri.” It dealt with fake ads claiming Missouri casinos were “going online” and doesn’t mention sweepstakes casinos.

Section 39(9) also holds the wording sweepstakes casinos rely on. It doesn’t stop Missourians from joining “games or contests of skill or chance where no consideration is required”, and it defines a lottery as a game “whereby money or something of value is exchanged directly for the ticket or chance to participate”. Sweepstakes casinos sell Gold Coins and give Sweeps Coins away, with a free mail-in route, so playing for prizes never requires a purchase. No Missouri court has applied this clause to an online sweepstakes casino, so this is our reading, not legal advice.

Is It Illegal to Play at Offshore Casinos From Missouri?

Yes, on the face of the statute. RSMo 572.020 says “A person commits the offense of gambling if he or she knowingly engages in gambling”, with no exemption for players, so playing real-money casino games at an offshore site from Missouri falls within its words. It’s a class C misdemeanor, punishable by up to 15 days in jail and a fine of up to $750, or a class A misdemeanor for a “professional player”. We found no prosecution of a Missouri player for online gambling in attorney general or Gaming Commission releases or the news: the 2025 to 2026 cases target operators, machine suppliers and stores. We searched public sources, not court records, so treat that as a gap in the record, not a safe harbor.

Whether sweepstakes play counts as gambling under RSMo 572.010 and 572.020 is also untested. The statute’s “something of value” includes any token “exchangeable for money or property”, which a redeemable Sweeps Coin resembles, but gambling means staking something of value, and Sweeps Coins can always be had free. No Missouri court has decided the point, so this is our reading, not settled law.

Missouri also lets a loser sue to get money back. RSMo 434.030 says “Any person who shall lose any money or property at any game, gambling device or by any bet or wager whatever, may recover the same by a civil action”, and parents can recover a minor’s losses. The catch is the clock: RSMo 434.090 requires the suit “within three months from the time the right of action accrued”. Notes given for gambling debts are void (RSMo 434.010). An offshore site has no Missouri regulator, the Gaming Commission says it “is unable to resolve complaints and disputes arising from unregulated and illegal gaming sites”, and Missouri’s self-exclusion lists don’t reach it. This isn’t legal advice.

Best Sweepstakes Casinos in Missouri, Ranked

Zula Casino is the best sweepstakes casino for Missouri players on our list, ahead of Sportzino and Fortune Wins, because it pays the most free Sweeps Coins you can count on (5 SC) and pays cash prizes from 50 SC. We score six things, weighted in this order: free SC you’re certain to get from registering and required verification (not “up to” amounts), the cash minimum, who can play (18+ beats 21+), any Missouri-specific limit (none of the 11 has one), the playthrough rule and apps. Our how we rate page explains the method. Offers are as each casino’s pages showed them from Missouri on November 2, 2026.

1. Zula Casino

Zula Casino credits 20,000 Gold Coins and 2 SC when you register and another 30,000 GC and 3 SC when you verify your phone, a step its help center makes mandatory, so 5 SC land before any marketing opt-in. The offer page reserves the package for new players “who consent to receive communications”, though, so even those 5 SC may hinge on an opt-in. Consents, a daily login and social links lift it to 120,000 GC and 10 SC. Cash prizes start at 50 SC a day, by ACH bank transfer only. Playthrough is 1x unless Zula sets more. It’s 18+, with apps on both stores.

2. Sportzino

Sportzino pays 50,000 GC and 2 SC for its required steps: signing up, then verifying your email and phone. Optional tasks take that to 170,000 GC and 7 SC, and the promo page adds that the package “can total up to GC 1.5M and SC 42”, behind an unexplained asterisk. On November 2 its sign-up page showed an extra “50K + 3.00 the moment you join” banner with no terms, while the promo page’s table pays 20,000 GC and 1 SC for registering, so I count only the 2 SC. You can redeem from 50 SC per request, by Visa Virtual Card or ACH. It’s open from the age of majority, which is 18 in Missouri (RSMo 431.055).

3. Fortune Wins

Fortune Wins pays prizes in Fortune Coins (FC), worth $1 per 100 FC. Its Day 1 headline is 700,000 GC and 5,700 FC, but registering alone pays no FC. Phone verification, which its help center requires, pays 200 FC ($2), email consent another 200 FC and the first daily login 100 FC, and the other 5,200 FC is the top prize on a Wheel of Luck. I’d budget for those 500 FC ($5), not 5,700. Cash prizes start at 5,000 FC ($50) a day, by Visa Virtual Card or ACH, with 1x playthrough by default. It’s 18+, with apps on both stores.

4. Win Bonanza

Win Bonanza spreads its no-purchase offer over five account and claim steps worth 10,000 GC and 1 SC each, or 50,000 GC and 5 SC in all. Its help center makes phone verification part of creating an account, so 2 SC come from registering and verifying, and the rest needs email and text opt-ins plus a daily claim. The offer adds 20 free spins on JILI’s Devil’s Bonanza Twins, and qualifying friend referrals can take the total to 150,000 GC and 15 SC. The cash minimum is 50 SC a day, paid by ACH only. Playthrough is 1x unless the casino sets more. It’s 18+, with no store app.

5. Crown Coins Casino

Crown Coins Casino credits 100,000 Crown Coins (CC) and 2 SC when you register, with no purchase or code, though email sign-ups must verify their address first. Its homepage advertises “a minimum of 150% extra coins” on a first purchase, and our partner offer lists 200% more, with 1.5 million CC and 75 SC, but the store needs a login, so check the package before you pay. Cash prizes start at 50 SC, by Instant Bank Transfer, ACH, Skrill or a prepaid virtual Visa or Mastercard. Playthrough isn’t published. It’s 18+, with an iPhone app, and has no Missouri rule, though Playtech games are hidden in Missouri.

6. Legendz

Legendz gives new players “500 GC, 3 SC, and 100% extra coins on your first purchase”, according to its FAQ. Its Sweeps Rules (version 3.2) exclude 11 states and limit only Ohio, so Missourians get both the casino and its sweepstakes sportsbook. Cashing out is the weak spot: cash prizes need 100 SC, though Prizeout gift cards start at 50 SC. In our scoring, that 100 SC bar costs more than its extra free SC earns, which is why it sits below four casinos with smaller sign-up offers. Playthrough is 1x by default, but Legendz can raise it to 20x. It’s 18+, with no store app.

7. Mega Bonanza Social Casino

Mega Bonanza Social Casino gives you 5,000 GC when you join, plus “up to 3.55 free Sweepstakes Coins in your first three days if you login each day”, so no SC amount is fixed at sign-up. Its first-purchase offer is 150% extra coins, up to 600K GC and 303 SC. The help center describes it as “an extra 150% bonus offer in our online store”, and the packages sit behind a login, so we couldn’t see which one reaches that cap. Cash prizes start at 50 SC by bank transfer, and gift cards at 10 SC. Playthrough is a flat 1x. It’s 21+, and its iPhone app lists Missouri among its states.

8. Jackpota

Jackpota‘s free start depends on which page you read. Its help center offers 5,000 GC on joining, while a sign-up pop-up on its homepage offered 7,500 GC on November 2, so we can’t say which applies. Its rules are clearer on Sweeps Coins: up to 3.55 free SC over your first three days if you log in daily. The purchase offer conflicts too: the help center describes “an additional 150% extra offer in our online store”, the homepage banner 100% more coins and 75 free spins. Cash prizes need 75 SC by bank transfer, and gift cards 10 SC. Playthrough is a flat 1x, and it’s 21+. Its Google Play app is “virtual only”, so use the iPhone app.

9. Zonko

Zonko publishes no free SC for signing up, and its welcome offer needs a purchase: “Make your 1st Purchase of $20 to receive 112,000 GC + 65 FREE SC plus your spin of the Welcome Wheel”, once, for new players only. Cash prizes need 100 SC, and there are no gift cards. Its rules send prizes to a bank account in your name, while its FAQ says a debit card, so check the cashier before you count on either. Playthrough is a flat 1x and it’s 18+, with no store app. I’d only pick it if you planned to buy coins anyway.

10. Amazon Jackpots

Amazon Jackpots is Zonko’s sister site, run by the same Isle of Man company, Mamba Limited, and it has nothing to do with Amazon. Its terms match Zonko’s: no free SC published for signing up, a $20 first purchase for 112,000 GC, 65 SC and a Welcome Wheel spin, cash prizes from 100 SC with no gift cards, 1x playthrough and an 18+ rule. The landing page sells the deal as “200% Extra with your 1st purchase”. Its Google Play app says “No real money gambling or prizes”, so Sweeps Coins play happens in a browser. It ties with Zonko on points.

11. Go Go Gold

Go Go Gold‘s welcome page offered “30,000 GC + 0.3 FREE SC” on November 2, but its rules say the sign-up SC amount is “determined at the sole discretion of the platform and may vary”. Its Terms cap prizes per spin or play in six states, from $1,000 in Texas to $10,000 in New Jersey, and Missouri isn’t one of them. You need 100 SC for a cash prize by bank transfer, and its rules set gift cards at 25 SC. The rules say 1x playthrough, but Sweepsy reported 3x in the redeem screen in April 2026. Go Go Gold’s site says 18+, but its app seller’s terms say 21+. We couldn’t confirm two more: one names no states in its public terms, and one wouldn’t load for us on November 2. A news search found no report of any sweepstakes brand leaving Missouri in 2026. Our guides to how sweepstakes casinos work and sweepstakes vs social casinos go deeper.

No purchase is ever necessary. Every partner offers a free mail-in request, known as the alternative method of entry (AMOE). Nine of the 10 that publish their mail-in rules, all but Go Go Gold, require the request to be mailed or postmarked from the state on your account, so Missourians mail theirs from Missouri. Crown Coins keeps its mail-in rules in a Sweeps Policy that logged-out visitors can’t open. Our free SC guide lists what each casino pays per request and per daily login, and our no deposit bonus page compares sign-up offers.

Sweeps Coins must be played through once before they count toward a redemption. That 1x rule is the default at 10 of the 11 casinos, but Sportzino, Zula Casino, Win Bonanza and Fortune Wins can set a higher requirement for a game, promotion or region, and Legendz can raise it to 20x. Crown Coins doesn’t publish its playthrough.

Zula Casino, Win Bonanza, Jackpota, Mega Bonanza Social Casino and Go Go Gold pay cash prizes only to a bank account in your name, so expect to verify your identity before the first one. Sportzino and Fortune Wins add a Visa Virtual Card, Legendz adds debit card and Skrill payouts, and Crown Coins adds Skrill and a prepaid virtual Visa or Mastercard.

None of the 11 sets a Missouri prize cap, KYC rule or redemption rule. Florida is the one state all 11 single out: 10 cap what a player there can win or redeem from one spin or play at $4,900 to $5,000 or the coin equivalent, and Crown Coins caps each Florida redemption at $5,000, as it does in New York. Jackpota and Mega Bonanza Social Casino are 21+. Go Go Gold’s site says 18+, but its app seller’s terms say 21+. That leaves Missourians aged 18 to 20 eight clear options. Our fast redemption guide compares how quickly each casino processes cash prizes.

Seven of the 11 have iPhone apps, and Sportzino, Zula Casino and Fortune Wins are also on Google Play with Sweeps Coins play. The Jackpota and Amazon Jackpots Play apps are free-to-play versions. This comes from the store listings, not from playing inside the apps. Our sweepstakes casino apps guide has the ratings and the look-alike apps to avoid.

No-Chance Machines vs Online Sweepstakes Casinos in Missouri

Missouri’s gambling crackdown targets “no-chance” slot-style machines in gas stations and bars, not sweepstakes sites you play at home. These terminals, also called pre-reveal or gray machines, show the next outcome before you play, and their biggest supplier, Torch Electronics, argued that this took the chance out of them, so they weren’t gambling devices under RSMo 572.010. On February 13, 2026, U.S. District Judge John A. Ross ruled that the devices “meet the statutory definition of ‘gambling device’ and are therefore illegal under Missouri law when played outside a licensed casino”.

Every case, seizure and bill in this fight concerns physical terminals, and the federal orders don’t mention sweepstakes at all. Attorney General Catherine Hanaway’s test, as Yogonet reported it in July 2026, is about machines: “If you go and you play this machine and you can’t affect the outcome, then it’s a game of chance, and it’s illegal in Missouri.” We found nothing applying it to an online sweepstakes casino played on your own phone. Unlike North Carolina, which wrote a sweepstakes-machine ban into law in 2010, Missouri fights the machines with its general gambling-device law.

Date

What happened

Source

2019

The Gaming Commission declared Torch’s devices illegal, but its power covers only licensees, so Torch “simply ignored the Commission’s opinion”

Federal court order (recital)

2020

A Platte County court convicted a convenience store that had similar no-chance devices

Federal court order (recital)

May 28, 2024

Missouri Court of Appeals, Western District (Torch Electronics v. The Gaming Commission’s power reaches only its licensees, and no Missouri agency licenses sweepstakes casinos. Agencies don’t publish every warning letter, so this covers the public record only.

Hanaway’s online moves have targeted prediction markets instead. On September 18, 2026, she announced cease-and-desist letters to Polymarket, Kalshi, Crypto.com, Novig, Underdog and Robinhood, saying sports event contracts are unlicensed sports wagering and that “Companies cannot repackage sports bets as ‘event contracts’ to avoid Missouri law.” Novig and Crypto.com sued her in federal court on October 16, and Kalshi followed on October 27 in the Eastern District of Missouri. We found no ruling as of November 2.

The one Missouri case against a sweepstakes brand is private. On October 27, 2025, Justin Killham filed a proposed class action in Jackson County Circuit Court (No. 2516-CV35089) against Sweepsteaks Limited, which runs Stake.us, and two influencers who promoted it. Count III invokes the loss-recovery law, RSMo 434.030, and the petition alleges that Missouri law “strictly prohibits Internet casino gambling”. Those are allegations, not findings, and we couldn’t verify the case’s status because Missouri’s online court records block automated access. Our Ohio page covers suits under that state’s similar loss-recovery law, and our state-by-state guide lists the states that do ban sweepstakes casinos. Voters approved it as Amendment 2 in November 2024. Eight mobile sportsbooks reported September 2026 results: bet365, BetMGM, Caesars Sportsbook, Circa Sports, DraftKings, Fanatics, FanDuel and Penn Sports Interactive, and mobile bettors wagered $318.7 million that month. The 10% tax applies after promotional and other deductions, and at least $5 million of it goes to problem gambling programs first, so in fiscal 2026 (December 2025 to June 2026) the tax raised $8.21 million and only $3.21 million reached education. With license fees added, the Compulsive Gaming Prevention Fund got $11.05 million, per the Gaming Commission’s annual report. Our Missouri sports betting explainer covers the books and the rules.

Fantasy Sports

Paid fantasy sports are legal and licensed in Missouri for players 18 and older. Under RSMo 313.910, a licensed fantasy contest “is exempt from chapter 572, and does not constitute gambling for any purpose”, and the Gaming Commission’s FY2026 annual report counts 11 licensed operators, including DraftKings, FanDuel, PrizePicks, Sleeper and Underdog on its current list. Pick’em must be peer to peer: a March 19, 2024 Commission memo, as reported by Global Gaming Business, says fantasy contests “are those that are peer to peer and not subject to the operator being the winning participant”. Players under 21 can’t enter fantasy contests on a casino boat.

Missouri Lottery

The Missouri Lottery sells draw games and scratchers through licensed retailers to players 18 and older (RSMo 313.280). No Missouri law authorizes online ticket sales, and the 2026 bills that would have added a Lottery app died in committee. State law also bars any lottery game “based in any form on the outcome of sporting events”. The Lottery withholds 4% Missouri tax on prizes of $600.01 or more.

Horse Racing

Missouri’s constitution allows only on-track betting on horse racing, and the state has no track: the last licensed races ran at the Missouri State Fairgrounds in Sedalia in 1988, according to the State Archives. Off-track wagering is a class D felony under RSMo 313.660, and 2026 bills to repeal that ban failed. No Missouri statute authorizes online advance-deposit wagering (ADW), and we found no source that settles whether out-of-state ADW sites may take Missourians’ bets.

Prediction Markets

Missouri’s attorney general says sports prediction markets are unlicensed sports betting. Her letters, announced September 18, 2026, told six platforms to stop offering sports event contracts to Missourians “unless and until they are licensed by the Missouri Gaming Commission”, and three of them, Kalshi, Novig and Crypto.com, are challenging her in federal court, with no ruling as of November 2. Her announcement covers sports event contracts only and doesn’t mention election or economic markets. Our Missouri prediction markets guide tracks the details.

Do Missouri Players Pay Tax on Sweepstakes Prizes?

Yes: Missouri taxes prizes and gambling winnings as income, at a top rate of 4.7% for 2026, and the IRS taxes them too. Missouri income starts from federal adjusted gross income, and the Department of Revenue says “Gambling income is included in your federal adjusted gross income.” Sweepstakes prizes are federal income too, so in our reading they reach your Missouri return the same way. The 4.7% rate comes from the Department’s 2026 withholding formula, and the tax stays after voters rejected an August 2026 amendment to phase it out.

Gambling losses help only if you itemize. The Department’s FAQ says “If you elect to itemize deductions on your Missouri return, your gambling losses will reduce your Missouri taxable income”. Missouri’s standard deduction equals the federal one ($16,100 for a single filer in 2026), so many players won’t itemize. Because Missouri starts from federal itemized deductions, we expect the federal 90% limit on wagering losses to carry over from tax year 2026, though the Department hasn’t published guidance.

No Missouri rule we found makes sweepstakes casinos or sportsbooks withhold state tax, so in our reading you settle it on your return. Riverboat casinos withhold 4% on jackpots of $1,200 or more (RSMo 313.826), and the Lottery withholds 4% on prizes of $600.01 or more. For 2026, Form W-2G reporting starts at $2,000, as does Form 1099-MISC for prizes and awards. The 24% figure some pages quote is federal withholding on winnings of $5,000 or more from sweepstakes, lotteries and sports wagering, not a tax rate.

Tax rule

Missouri

Federal

Rate on prizes and winnings

Graduated rates, top rate 4.7% for 2026

Fully taxable as income (IRS Topic 419)

Gambling losses

Deductible only if you itemize on the Missouri return, which follows federal itemized deductions

Itemized, up to 90% of losses from 2026, only against gambling gains

Withholding

4% on casino jackpots of $1,200 or more and Lottery prizes of $600.01 or more. Its Disassociated Persons List bars you from Missouri’s riverboat casinos for life, with a one-time option to petition for removal after five years, and its Self-Excluded Persons List bars you from sports betting, online and in person, for five years. The Lottery has its own notarized form. None of these covers sweepstakes casinos, so if you’ve self-excluded, also use each casino’s own purchase limits, time-outs and self-exclusion. You must be 21 to gamble in them. Missouri has no tribal casinos, and in 2024 voters rejected a 14th license on the Osage River near Lake of the Ozarks, 52.5% to 47.5%.

What is the gambling age in Missouri?
It is 21 for riverboat casinos and sports betting, 18 for the Lottery, fantasy sports and horse race wagering, and 16 for charitable bingo. Missouri’s age of majority is 18, so sweepstakes casinos that use it accept 18-year-olds: eight of our 11 partners are 18+, Jackpota and Mega Bonanza Social Casino require 21, and Go Go Gold’s site says 18+, but its app seller’s terms say 21+.

Can you play online slots for real money in Missouri?
Not at a licensed online casino, because Missouri has none. Sweepstakes casinos offer slots played with Sweeps Coins that you can redeem for cash prizes, from 50 SC at Zula Casino, Sportzino, Win Bonanza, Crown Coins and Mega Bonanza Social Casino, or 5,000 FC ($50) at Fortune Wins. The no-chance slot machines in some Missouri stores are illegal outside a licensed casino, a federal judge ruled in February 2026.

Is there a Missouri casino app?
No licensed real-money casino app exists for Missouri, and the Gaming Commission has warned about fake ads claiming Missouri casinos had gone online. Legendz, Win Bonanza, Zonko and Amazon Jackpots offer Sweeps Coins play only in a mobile browser.

Will Missouri legalize online casinos?
Not soon, on the record. The constitution allows casino games only on the riverboats, so in our reading online casinos would need a constitutional amendment approved by voters. No 2025 or 2026 bill proposed one, and no gambling measure is on the November 3, 2026 ballot. The next legislative session convenes on January 6, 2027, with bills prefiled from December 1, 2026.

Are no-chance gaming machines legal in Missouri?
No. A federal judge ruled on February 13, 2026 that Torch Electronics’ no-chance devices are illegal gambling devices outside a licensed casino, Torch suspended all operations on April 10, 2026, and the 2026 bill to license video lottery terminals died in a Senate committee.
