Online sports betting is legal, though, and has been since March 11, 2024, for players 21 and older, under licenses from the North Carolina State Lottery Commission. The NC Education Lottery also sells Digital Instants and draw games online, while sweepstakes casinos operate with no North Carolina license at all.

Type

Legal in NC?

Rule and source

Online casinos

No

G.S. 14-292 makes operating or playing a game of chance for money a Class 2 misdemeanor. Real-money online casinos are legal only in a handful of states, including Pennsylvania, New Jersey, Michigan and West Virginia, where state regulators license them, and our online casinos hub covers that wider market.

What North Carolina Law Says About Online Gambling

North Carolina’s constitution says nothing about gambling, lotteries or wagering, so the General Assembly decides by ordinary statute. The core ban is G.S. 14-292, which makes “any person or organization that operates any game of chance or any person who plays at or bets on any game of chance at which any money, property or other thing of value is bet” guilty of a Class 2 misdemeanor. Its wording covers the operator and the player alike.

Chapter 18C carves out the state lottery, sports wagering and pari-mutuel wagering, Parts 2 and 4 of the same article allow bingo, raffles and game nights, and playing a lottery “being lawfully conducted in any state” is exempt. Tribal casinos run under G.S. 14-292.2, which allows Class III gaming on Indian lands under a Tribal-State compact, with at most three Class III facilities per tribe. No exception covers internet casino games, and the Eastern Band of Cherokee Indians’ own sports license bars it from “any interactive gambling other than the sports wagering authorized”.

Is It Illegal to Play at Offshore Casinos From North Carolina?

Yes, on the face of the statute. G.S. 14-292 names the player, not just the operator, so playing real-money casino games at an offshore site from North Carolina falls within its words. A Class 2 misdemeanor carries a fine of up to $1,000, and for someone with no prior convictions the sentencing chart in G.S. 15A-1340.23 allows 1 to 30 days of community punishment, not active jail. Betting with an unlicensed sportsbook is a separate Class 2 misdemeanor under G.S. 18C-918(a), which covers anyone who “knowingly offers or engages in sports wagering in violation of this Article”. The Lottery Commission’s player FAQ calls betting with an unlicensed online operator illegal.

We found no case, ALE release or attorney general statement charging anyone for playing at an offshore online casino. We searched public sources, not court records, so treat that as a gap in the record rather than a safe harbor. Sweepstakes casinos are a separate question: we found no NC appellate ruling on whether playing with Sweeps Coins, which you can always get free, counts as betting a “thing of value” on a game of chance under G.S. 14-292. In our reading, which isn’t legal advice, that is untested.

Gambling debts don’t hold up in North Carolina either. G.S. 16-1 makes contracts “for and on account of any money or property, or thing in action, so wagered, bet or staked” void, with licensed sports and pari-mutuel wagers excepted since 2023, so in our reading an offshore casino’s promise to pay couldn’t be enforced in an NC court. An offshore site has no NC regulator, and the state’s self-exclusion program doesn’t reach it. This isn’t legal advice.

Best Sweepstakes Casinos in North Carolina, Ranked

Zula Casino is the best sweepstakes casino for North Carolina players on our list, followed by Sportzino and Fortune Wins, because it pays the most free Sweeps Coins you can count on (5 SC) and pays cash prizes from 50 SC. We rank on six things, weighted in this order: free SC you’re certain to get from registering and the verification a casino requires (not “up to” amounts), the minimum cash redemption, who can play (18+ beats 21+), any North Carolina-specific limit (none of the 11 has one), the playthrough rule and app availability. Our how we rate page explains the method, and offers are as each casino’s pages stated them on October 30, 2026.

1. Zula Casino

Zula Casino pays 20,000 Gold Coins and 2 SC for registering and 30,000 GC and 3 SC for verifying your phone, a step its help center says is required, so 5 SC arrive before any marketing opt-in. Its offer page limits the package to new players “who consent to receive communications”, so even those 5 SC may need an opt-in. Opt-ins, a daily login and social links take it to 120,000 GC and 10 SC. Cash prizes start at 50 SC a day, by ACH bank transfer only. Playthrough is 1x unless Zula sets more. It’s 18+, with apps on both stores.

2. Sportzino

Sportzino pays 50,000 GC and 2 SC for its required steps: registering, then verifying your email and phone. Optional tasks lift that to 170,000 GC and 7 SC, and the promo page also says the package “can total up to GC 1.5M and SC 42” behind an asterisk it never explains. Its sign-up page showed an extra “50K + 3.00 the moment you join” on October 30, with no terms, while its promotions page says registering alone earns 20,000 GC and 1 SC, so I count only the 2 SC. You can redeem from 50 SC per request, by Visa Virtual Card or ACH bank transfer. It’s open from the age of majority, which is 18 in North Carolina (G.S. 48A-2).

3. Fortune Wins

Fortune Wins uses Fortune Coins (FC), worth $1 per 100 FC. Its Day 1 headline is 700,000 GC and 5,700 FC, but registering pays no FC. Verifying your phone, which its help center requires, pays 200 FC ($2). Email consent adds 200 FC and the first daily login 100 FC, and the other 5,200 FC is the top prize on a Wheel of Luck. I’d plan on those 500 FC ($5), not 5,700. Cash prizes start at 5,000 FC ($50) a day, by Visa Virtual Card or ACH, with 1x playthrough by default. It’s 18+, with apps on both stores.

4. Win Bonanza

Win Bonanza pays “a combined 50K GC + 5 free SC” for five account and claim steps, at 10,000 GC and 1 SC each. Its help center makes phone verification part of creating an account, so 2 SC come from registering and verifying. The offer adds 20 free spins on JILI’s Devil’s Bonanza Twins, and qualifying friend referrals can lift it to 150K GC and 15 SC. The cash minimum is 50 SC a day, by ACH bank transfer only. Playthrough is 1x unless the casino sets more, and it’s 18+. There’s no store app, so you play in a browser.

5. Crown Coins Casino

Crown Coins Casino pays 100,000 Crown Coins (CC) and 2 SC for registering, with no purchase or code, and email sign-ups verify their address first. Its homepage advertises “a minimum of 150% extra coins” on a first purchase, and our partner offer lists 200% more, but the store opens only after login, so check the package before you pay. Cash prizes start at 50 SC, by Instant Bank Transfer, ACH, Skrill or a prepaid virtual Visa or Mastercard, with no gift cards. Crown Coins doesn’t publish its playthrough, and the Better Business Bureau rates it F. It’s 18+, with an iPhone app, and has no North Carolina rule.

6. Legendz

Legendz gives new players “500 GC, 3 SC, and 100% extra coins on your first purchase”, per its FAQ. Its Sweeps Rules (v3.2) exclude 11 states and limit only Ohio, so North Carolina players get both the casino and its sweepstakes sportsbook. Cash prizes need 100 SC, though Prizeout gift cards start at 50 SC. In our scoring, that 100 SC bar costs more than its extra free SC earns, which is why it ranks below four casinos with smaller sign-up offers. Playthrough is 1x by default, but Legendz can raise it to 20x. It’s 18+, with no store app.

7. Mega Bonanza Social Casino

Mega Bonanza Social Casino gives you 5,000 GC when you join and “up to 3.55 free Sweepstakes Coins in your first three days if you login each day”, so no SC amount is fixed. Its help center says new players are also eligible for “an extra 150% bonus offer in our online store”, though package sizes aren’t public. Cash prizes start at 50 SC by bank transfer, and gift cards at 10 SC. Playthrough is a flat 1x. It’s 21+, and its iPhone app (4.8 from 5,179 ratings) lists North Carolina among its states.

8. Jackpota

Jackpota works like Mega Bonanza Social Casino: 5,000 GC on joining and up to 3.55 free SC over your first three days if you log in daily. Its purchase offer is in flux: the help center still describes “an additional 150% extra offer in our online store”, while the homepage banner on October 30 advertised 100% more coins and 75 free spins, and neither gives package sizes. Cash prizes start higher, at 75 SC by bank transfer, and gift cards at 10 SC. Playthrough is a flat 1x, and it’s 21+. Use the iPhone app (4.5 from 685 ratings): the Google Play listing says all coins are “virtual only”.

9. Zonko

Zonko pays no free SC at sign-up. Its welcome offer needs a purchase: “Make your 1st Purchase of $20 to receive 112,000 GC + 65 FREE SC plus your spin of the Welcome Wheel”, for new players only. You need 100 SC for a cash prize, there are no gift cards, and the rules send prizes to a bank account in your name while the FAQ says a debit card, so check the cashier before you rely on either. Playthrough is a flat 1x and it’s 18+. There’s no store app. I’d only pick it if you planned to buy coins anyway.

10. Amazon Jackpots

Amazon Jackpots is Zonko’s sister site, run by the same company, Mamba Limited, not by Amazon. The terms match Zonko’s: no free SC published for signing up, a $20 first purchase for 112,000 GC, 65 SC and a Welcome Wheel spin, cash prizes from 100 SC with no gift cards, 1x playthrough and an 18+ rule. Its landing page sells the deal as “200% Extra with your 1st purchase”. Its Google Play app says “No real money gambling or prizes”, so Sweeps Coins play is browser only. It ties with Zonko in our scoring.

11. Go Go Gold

Go Go Gold‘s welcome page offered “30,000 GC + 0.3 FREE SC” on October 30, and its rules say the sign-up SC amount is “determined at the sole discretion of the platform and may vary”. Its Terms cap prizes per spin or play in six states, from $1,000 in Texas to $10,000 in New Jersey, and North Carolina isn’t one. Cash prizes start at 100 SC by bank transfer, and its rules set gift cards at 25 SC. The rules say 1x playthrough, but Sweepsy reported 3x in the redeem screen in April 2026. Our guides to how sweepstakes casinos work and sweepstakes vs social casinos go deeper.

No purchase is ever necessary. Every partner offers a free mail-in request, known as the alternative method of entry (AMOE). Nine of the 10 that publish their mail-in rules, all but Go Go Gold, require the request to be mailed or postmarked from the state on your account, so North Carolina players mail theirs from North Carolina. Crown Coins keeps its mail-in rules in a Sweeps Policy that logged-out visitors can’t open. Our free SC guide lists what each casino pays per request and per daily login, and our no deposit bonus page compares sign-up offers.

Before Sweeps Coins count toward a redemption, you play them through once. That 1x rule is the default at 10 of the 11 casinos, but Sportzino, Zula Casino, Win Bonanza and Fortune Wins can set a higher requirement for a game, promotion or region, and Legendz can raise it to 20x. Crown Coins doesn’t publish its playthrough.

Zula Casino, Win Bonanza, Jackpota, Mega Bonanza Social Casino and Go Go Gold pay cash prizes only to a bank account in your name, so expect to verify your identity before the first one. Sportzino and Fortune Wins add a Visa Virtual Card, Legendz adds debit card and Skrill payouts, and Crown Coins adds Skrill and a prepaid virtual Visa or Mastercard.

None of the 11 sets an NC prize cap, KYC rule or redemption rule. Florida is different: 10 of them cap what a Florida player can win or redeem from one spin or play, at $4,900 to $5,000 or the coin equivalent, and Crown Coins caps each Florida or New York redemption at $5,000. Jackpota and Mega Bonanza Social Casino are 21+, and Go Go Gold’s site says 18+, but its app seller’s terms say 21+, so North Carolina players aged 18 to 20 have eight clear options. Our fast redemption guide compares how quickly each casino processes cash prizes.

Seven of the 11 have iPhone apps, and Sportzino, Zula Casino and Fortune Wins are also on Google Play with Sweeps Coins play. The Jackpota and Amazon Jackpots Play apps are free-to-play versions. We didn’t play inside the apps, so this comes from the store listings. It defines that machine as one “owned, leased or otherwise possessed by a sweepstakes sponsor or promoter” or its contractors and affiliates “that is intended to be used by a sweepstakes entrant”.

An entertaining display covers video poker, bingo, keno, eight liners and any other video game “not dependent on skill or dexterity” that reveals a prize. The law applies to a sweepstakes entered “with or without payment of any consideration”, so a free entry route doesn’t save a machine, and it covers devices that are server-based or activated remotely. A first offense is a Class 1 misdemeanor, a second a Class H felony and a third a Class G felony. The law took effect on December 1, 2010 (S.L. 2010-103), and it punishes whoever operates the machines: it doesn’t name players.

Whether it reaches online play is untested. In our reading, a player’s own phone or computer isn’t owned, leased or possessed by the sponsor, which is how the statute defines the machine, though its server-based wording and a clause against “any subterfuge or pretense whatsoever” leave room for an argument about a sponsor’s servers. The UNC School of Government noted in January 2025 that a move to online play “might present some jurisdictional issues” and left the question open.

Case

Court and date

What it decided

Hest Technologies v. Court data cited by the School of Government show 59 charges under the law in 2023, up from 32 two years earlier, and the School called No Limit Games “at least the ninth consecutive legal defeat in North Carolina for individuals or businesses operating video sweepstakes”. All of those cases involved physical machines, so a ruling in No Limit Games would still concern kiosks, not online play.

Has North Carolina Acted Against Online Sweepstakes Casinos?

No, not that we could find: no cease-and-desist letter, lawsuit, opinion or public statement on online sweepstakes casinos from Attorney General Jeff Jackson, the Alcohol Law Enforcement division (ALE), which enforces the state’s gambling statutes, or the Lottery Commission. The Commission’s complaints page says its jurisdiction “is limited to investigations and regulatory enforcement actions against licensed sports wagering and pari-mutuel wagering actors in the State”, so it doesn’t police sweepstakes sites. NC agencies don’t publish every warning letter, so this covers the public record only.

The state’s recent moves point elsewhere. On August 8, 2025, Jackson joined a bipartisan group of 50 attorneys general asking the U.S. Department of Justice to do more about illegal offshore gambling, and the release doesn’t mention sweepstakes. On April 30, 2026, North Carolina was among 41 attorneys general who told the Commodity Futures Trading Commission (CFTC) that sports event contracts belong under state jurisdiction.

North Carolina also lacks the tool behind Ohio’s sweepstakes lawsuits. Our Ohio page covers suits under that state’s gambling-loss law, which lets a loser sue to recover money lost. G.S. 16-1 voids gambling contracts but gives no such right, and we found no loss-recovery suit against a sweepstakes operator in the state. Our state-by-state guide lists the states that do ban sweepstakes casinos. This is our reading of the statute and cases, not legal advice.

North Carolina Gambling Bills and the 2026 Budget

No 2025 to 2026 North Carolina bill would legalize online casinos or ban online sweepstakes casinos, but the 2026 budget changed the rules for sports betting, prediction markets and gambling losses. Session Law 2026-41, signed on July 7, 2026, is the main one.

Bill or law

What it does

Status on October 30, 2026

S.L. 2026-41 (SB 257, the budget)

Sports betting tax up from 18% to 23% of gross wagering revenue from July 7, 2026. Under Resolution 2026-6, lawmakers reconvene November 16 to 19 and on November 30, 2026, then adjourn for good on December 18, and they can take up only vetoes, appointments, election and redistricting bills, constitutional amendments, pending conference reports and a few other matters. In our reading, that rules out a new gambling bill this year. The 2027 long session convenes on January 13, 2027.

Other Legal Gambling in North Carolina

North Carolina allows online sports betting and the Lottery’s Online Play, plus three tribal casinos in person. Fantasy contests have no NC statute, and online horse racing betting isn’t live yet.

Online Sports Betting

Online sports betting is legal in North Carolina for anyone 21 or older who is physically in the state and not on tribal land. Session Law 2023-42 (House Bill 347), signed on June 14, 2023, legalized it, and the Lottery Commission set noon on March 11, 2024 as the start of legal betting. Seven online operators hold licenses: theScore Bet, DraftKings, bet365, Fanatics Sportsbook, FanDuel Sportsbook, BetMGM and the Eastern Band of Cherokee Indians’ gaming enterprise, with Caesars Sportsbook licensed as a service provider. Operators have paid 23% of gross wagering revenue since July 7, 2026, though the Commission’s About page still says 18%. In August 2026, NC account holders bet $520.5 million, including promotional wagers, according to the Lottery Commission. Our North Carolina sports betting explainer covers the books and the rules.

NC Education Lottery

The NC Education Lottery, run by the State Lottery Commission, sells tickets only to players 18 and older (G.S. 18C-131(d)). Its Online Play platform sells Digital Instants and draw games such as Powerball on nclottery.com and the Lottery’s app, to players physically in North Carolina and not on tribal land. The Lottery withholds state income tax on prizes of $600 or more (G.S. 105-163.2B). Digital Instants are lottery games, not casino slots.

Fantasy Contests and Pick’em

No North Carolina statute licenses, authorizes or bans paid fantasy contests. G.S. 18C-902(e) keeps contests decided “predominantly by accumulated statistical results” out of the sports wagering law, and Lottery Commission rules bar licensed sportsbooks from taking wagers on fantasy contests. In our reading they would be judged under the game-of-chance test in G.S. 14-292, and we found no court ruling, attorney general opinion or enforcement action on fantasy or pick’em games. Operators set their own minimum ages.

Horse Racing

Online horse racing betting isn’t live yet. Session Law 2023-42 legalized advance-deposit wagering (ADW) for North Carolina residents 21 and older, but the Lottery Commission says “pari-mutuel wagering on horse racing is not yet authorized”, and no ADW licensee is listed. The law doesn’t authorize fixed-odds horse betting.

Prediction Markets

Kalshi and Polymarket sports markets are live in the state (CBS Sports, October 29, 2026). From January 1, 2027, new G.S. 105-113.131 says a CFTC-registered prediction market “may operate within the State lawfully” and taxes its NC net trading fee revenue at 6%. That sits awkwardly with the April 2026 comment North Carolina joined, which told the CFTC that sports event contracts belong under state jurisdiction. We found no NC enforcement action against any prediction market. Our North Carolina prediction markets guide tracks the details.

Do North Carolina Players Pay Tax on Sweepstakes Prizes?

Yes: North Carolina taxes prizes and gambling winnings as income at a flat 3.99% for 2026, and the IRS taxes them too. NC income starts from federal adjusted gross income, and the Department of Revenue says that to the extent gambling winnings are in federal AGI, “the income is taxed by North Carolina”. Sweepstakes prizes are federal income too, so in our reading they reach your NC return the same way.

Gambling losses are newly deductible on NC returns. Section 44.2 of S.L. 2026-41 adds “The amount allowed as a deduction for wagering losses under section 165(d) of the Code” to NC itemized deductions, for tax years from 2025. It helps only if your NC itemized deductions beat the NC standard deduction ($12,750 single, $25,500 married filing jointly). The Department of Revenue’s FAQ still says gambling losses “are not included in the list of allowable North Carolina itemized deductions”, which is now out of date, and the law sets no $2,000 cap. Because NC follows the federal tax code as of July 5, 2025, we expect the federal 90% limit to apply from tax year 2026, though NCDOR hasn’t published guidance.

No state rule makes sweepstakes casinos withhold NC tax, so in our reading you settle it on your return. Licensed sportsbooks and ADW operators must withhold NC tax from January 1, 2027 whenever federal withholding applies (S.L. 2026-31), and the Lottery already withholds on prizes of $600 or more.

For 2026, the threshold for reporting prizes and awards on Form 1099-MISC rose to $2,000, and Form W-2G, which covers gambling winnings, also starts at $2,000. The 24% figure some pages quote is federal withholding on winnings of $5,000 or more from sweepstakes, lotteries and sports wagering, not a tax rate.

Tax rule

North Carolina

Federal

Rate on prizes and winnings

3.99% flat for 2026, scheduled to drop to 3.49% for 2027 to 2029

Fully taxable as income (IRS Topic 419)

Gambling losses

NC itemized deduction from tax year 2025, useful only above the NC standard deduction

Itemized, up to 90% of losses from 2026, only against gambling gains

Withholding

Lottery on $600 or more. The Eastern Band of Cherokee Indians owns Harrah’s Cherokee Casino Resort and Harrah’s Cherokee Valley River, and the Catawba Nation runs Catawba Two Kings Casino in Kings Mountain, whose first permanent phase formally opened on July 1, 2026. North Carolina has no commercial casinos. You must be 21 to gamble at Harrah’s Cherokee and Two Kings.

What is the gambling age in North Carolina?
It is 21 for online sports betting, horse racing ADW accounts (not live yet) and the casino floors at Harrah’s Cherokee and Catawba Two Kings, and 18 for the NC Education Lottery, including Online Play. North Carolina’s age of majority is 18, so sweepstakes casinos that use it accept 18-year-olds: eight of our 11 partners are 18+, Jackpota and Mega Bonanza Social Casino require 21, and Go Go Gold’s site says 18+, but its app seller’s terms say 21+.

Can you play online slots for real money in North Carolina?
Not at a licensed online casino, because North Carolina has none. Sweepstakes casinos offer slots played with Sweeps Coins that you can redeem for cash prizes, from 50 SC at Zula Casino, Sportzino, Win Bonanza, Crown Coins and Mega Bonanza Social Casino, or 5,000 FC ($50) at Fortune Wins. The Lottery’s Digital Instants are lottery games, not slots, and slot machines in person are at the tribal casinos.

Is there a North Carolina casino app?
No licensed real-money casino app exists for North Carolina. Sweepstakes casino apps do: seven of the 11 casinos on our list have iPhone apps, and Sportzino, Zula Casino and Fortune Wins also have Google Play apps with Sweeps Coins play. Legendz, Win Bonanza, Zonko and Amazon Jackpots offer Sweeps Coins play only in a mobile browser.

Are sweepstakes kiosks legal in North Carolina?
No. G.S. 14-306.4 has banned sweepstakes machines with an entertaining display since December 1, 2010, and kiosk operators have lost at least nine cases in a row, according to the UNC School of Government. The latest, No Limit Games, was argued at the NC Supreme Court on September 9, 2026 and is undecided. No NC court has applied the ban to online sweepstakes casinos.

Will North Carolina legalize online casinos?
Not soon, on the record. No 2025 to 2026 bill would legalize online casinos, and the 2023 push for commercial casinos and video lottery terminals was dropped from the budget. The current session can take up only limited matters before it adjourns on December 18, 2026, and the 2027 long session convenes on January 13, 2027.

Who regulates gambling in North Carolina?
The North Carolina State Lottery Commission runs the lottery and licenses sports wagering and pari-mutuel wagering. ALE, a division of the Department of Public Safety, enforces the gambling laws, and Attorney General Jeff Jackson represents the state in court. Tribal-State compacts and the tribes govern the casinos. No North Carolina agency licenses or regulates sweepstakes casinos.

Can North Carolina players get a no-deposit bonus?
Not from a licensed real-money online casino, because North Carolina has none. Sweepstakes casinos are the no deposit option: they give free Gold Coins and Sweeps Coins at sign-up with no purchase. On our list, Zula Casino pays 5 SC for registering and verifying your phone, Legendz pays 3 SC, Sportzino, Win Bonanza and Crown Coins pay 2 SC each, and Fortune Wins pays 200 FC ($2), all for registering and the verification each casino requires.

18+ or 21+ depending on the brand.
